MINUTES/URBAN DEVELOPMENT COMMITTEE

Members present: Beach, Glassheim, Hanson.

1. Application for rental rehab. funds to rehab property at
1702 Dyke Avenue.
Committee members reported they had viewed property. Mr. O'Leary reported Comm. Development workers were over there and gutted kitchen (house is empty), also noted that house should be resided. Moved by Glassheim and Hanson to approve the rehab. proposal from Grand Forks Housing Authority in an amount not to exceed $14,000 for rehab. of the house at 1702 Dyke Avenue. Motion carried.

2. Matter of Growth Fund loan to Innovative Products, Inc.
This item to be considered at meeting on July 26.

3. Matter of Flood Assistance Program Grant.
Mr. O'Leary reported that because of flooding conditions and damage to residential properties in Grand Forks and in surrounding communities, the Office of Governmental Assistance has set aside an amount of $750,000 to $1,000,000 to deal with damage to residental properties from basement seepage, etc. and that the Office of Governmental Assistance has asked Community Development to be lead agency and provide administrative assistance to other communities. He reported they are in process of establishing office within Community Development Office, setting hours to receive applications, setting up equipment (telephones, FAX machine, file cabinet, photocopier equipment, etc.) and temporary personnel to handle paperwork. He noted they expect between 500-1000 applications; and that they have to review applications and inspect that number of houses to determine eligible applicants and eligible repairs, and establish priority of aps., etc. He also noted that it's been City's position not to get involved in relocations.

Sue Redman, Community Development Office, also noted that another source of funding is through Quad County for low income people who lost personal property, etc. and people who had to be relocated.

It was noted that the same criteria will apply to residents of city as well as surrounding communities. Mr. O'Leary also reported that administrative budget comes with this allocation to cover overtime, travel, printing costs, etc.) can't incur those items until pre-agreement in place, which won't happen for another day or two. He stated that they will need to get in contact with mayors of surrounding towns, need consent that City will administer. He reviewed procedures for review/inspection of applications with committee.

Moved by Hanson and Glassheim that the mayor be authorized to sign appropriate grant documents, and that the city council

authorize Urban Development Committee to develop programmatics for the program, including procedures, time-frames, etc. with power to act. Motion carried.

3. Matter of request from Gary Stenson for letter of support
for low income tax credits.
Mr. O'Leary reported that his office has received letter from Mr. Stenson requesting letter of support for low income tax credits, that he has applied to State and State looks to communities, that State gave city council veto power over tax credits.

Moved by Glassheim and Hanson that the City council forward a letter of support for low income tax credits from the North Dakota Housing Finance Agency with the understanding that this letter does not obligate the City in any way to financially support the project. Motion carried.
