MINUTES/PUBLIC SAFETY COMMITTEE
Monday, January 23, 1995 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Request from the Praise God Parade Planning Committee for
permit to hold parade on May 7, 1995.
It was noted that this is same route as last year, parade to be held on Sunday afternoon, starting at 2:30 p.m. There was some discussion re. route; Capt. Brown stated that last year they used only half the street. Moved by Sande and Johnson to hold until rep. of the organization is present. Motion carried.

2. Report on matter of violation of noise ordinance at UND
Medical Facility on Columbia Road at 5th Avenue North.
Leroy Sondrol, director of plant services at University of North Dakota, distributed copies of report to the committee.

He stated he was hoping to give more positive report; that they have been working with the health department; and reviewed report outlining what has been done since the last meeting. He stated they hired consultant, then discovered that $5Million mechanical system had to be re-balanced and readjusted, and that this delayed their project as they were not able to submit bids for mufflers until had shop drawings from architect. He stated that based on consulting engineer's recommendation chose equipment, that after meeting with health department found that supplier went bankrupt and have had to find another supplier which they did and who has guaranteed shipment the end of March, but won't have stack stuffers in place until April 15. He reported that they will continue to work with the health department until project completed, that all purchase orders, etc. in place, and there is total commitment by University.

Moved by Sande and Johnson to continue to April 24, 1995 for further report. Motion carried. (comm. only)

3. Matter of bidding process re. local preference.
Mr. Hamerlik, who referred this item, was not at the meeting to speak to this matter. Al Grasser, asst. city engineer, stated they need to have city attorney's input, that public service deals with considerable number of bids, some concern about how they would implement that policy. It was also noted they have to have justification to go with other than low bid. After further discussion it was moved by Sande and Johnson to receive and file. Motion carried.

4. Applications for gaming permits:
a) Bridge Builders Club/St. Michael's Church, raffle 4/12
through 4/25/95.
It was noted that the city attorney had reviewed and approved the application. Moved by Johnson and Sande to approve the application. Motion carried. (committee only)

5. Temporary and overtime statement for December, 1994.
The committee reviewed the statement. Member Sande questioned fire marshall's attendance at fireworks demo.; Myron Spivack, fire department, and Dale Patrick, UND, both reported that fire marshall required to be in attendance. It was noted that the demo was at the University, and that the University paid for the overtime, so no expense to the City. Moved by Sande and Johnson that the statement be approved. Motion carried. (committee only)

6. Bids for aerials spraying for mosquito control in emergency
situation.
Don Shields and Wally Helland, health department, presented request to call for bids for aerial spraying for mosquito control which would be used only during public health emergency, but would have available if get into that situation, asking for approval to go out on bid. Moved by Johnson and Sande to authorize call for bids. Motion carried. (committee only).

7. Matter of pigeon trapping.
Mr. Shields reported that the trapper came to town last Friday, Saturday and Sunday and removed approx. one-third of the pigeon population; that the health department is going to continue to work with him and may bring back later this winter. He was here two years ago. He also reported that cost to City very low, less than $100 for corn (approx. one-fourth of that left); no cost for any other expenses. Information only.
