MINUTES/PUBLIC SAFETY COMMITTEE
Monday, July 10, 1995 - 3:45 p.m.

Members present: Hoeppner, Johnson, Sande.

1. Application for special alcoholic beverage permit for event for VFW Post 1874.
Pete Peters, rep. VFW Club, Box 13969, Grand Forks, stated that several years ago the VFW ceased operation in Grand Forks, that at that time they did apply for a city liquor license to hold it in limbo but because they didn't have location everything stopped, now are asking City to consider request for a no location liquor license with right to cater, need guidance; and would appreciate any consideration because they feel that doing services for the community over the past 50 years they should have strong consideration for this request; that they are looking for another liquor license, but don't have $50,000 for license.

Chairman Hoeppner advised that the matter would have to be discussed with the city attorney. Held for 2 weeks.

2. Matter of renewal of contracts with ND Dept. of Health:
a) Maternal and Child Health (MCH) agreement
b) Occupational Health Nurse agreement
Don Shield, director of public health department, reported these are agreements they have had in the past and currently renewing; the Maternal and Child Health is to provide infant and maternal services to low income people, $9300; and Occupational Health Nurse agreement is services they provide in occupational health and safety in 14 counties in northeast North Dakota, and requested approval of the agreements, which have been reviewed by the city attorney. Moved by Sande and Johnson to approve renewal of the contracts with the North Dakota Department of Health. Motion carried.

3. Applications for gaming permits:
a) Raymond W. Quesnell VFW Post 1874 - raffle 11/11/95
b) ND Amvets Post 19 - raffle (calendar) 11/1-30/95
The applications had been reviewed and approved by the city attorney. Moved by Johnson and Sande to approve the applications. Motion carried. (comm. only)

4. Budget amendments:
a) police department - $3500
Chief Paschke reviewed request for budget amendment to reflect unanticipated revenue from Narcotics Task Force, amends overtime budget and is used to pay drug investigations. Moved by Sande and Johnson to approve. Motion carried.

b) health department (communicable disease) - $4350
Mr. Shields reported this amendment reflects funding from new grant - HIV/AIDS Community Planning Grant for development of community resource center. He reported that there are about 60
cases in the state that are HIV positive;he didn't have figures

for County with him. Moved by Sande and Johnson to approve the budget amendment. Motion carried.

5. Matter of concern re. speeding on Belmont Road.
C.T. Marhula, 5124 Belmont Road, expressed concern re. speeding on Belmont and reviewed some problems; there is speed limit sign between 47th and 48th which is routinely ignored, there is "watch for children" sign in same area, which is also ignored. He stated he is not here to ask for lower speed limits, but more enforcement because of safety for his child and other children, joggers, bikers, etc. He also commented on street widths, some without sidewalks, etc. He stated he would be willing to work with anyone to come up with some type of solution for safety for everyone, esp. kids. The committee asked the police department to monitor that street.

The committee also brought up matter of portable speed bumps which is being looked into by the traffic engineer. Mr. Thompson reported cost is approx. $150/ea., large mats of rubber, suggested purchasing one or two and use on trial basis, would have to be removed in winter. The committee stated that on main roadway, speed bumps not possible. The committee asked Mr. Thompson to come back with information/recommendation as to firm price, designated source, possible locations, etc. (Comm. only)
6. Matter of making alley behind Belmont School one-way going west.
Chairman Hoeppner read the report from the traffic engineer recommending approval of request for one-way alley (west bound) behind Belmont School from Belmont Road to Chestnut Street. Member Sande reported she had talked with several residents and no problem with this; and the principal, George Whalen, will notify parents, etc. of the one-way street in early August, will encourage teachers to park in the United Lutheran parking lot, and encourage parents not to park in that alley. Moved by Sande and Johnson to approve request. Motion carried.

7. Matter of request for blocking of additional streets for 4th
Annual Forx Fest on July 29, 1995.
Tom Schuster, 3211 King Place, coordinator for Forx Fest, presented request to extend closure of Riverboat Road to North 3rd Street and close N. 3rd Street from 1st Avenue N. to 2nd Avenue N., leaving intersection open, from 10:00 a.m. to 9:00 p.m. to provide more room for family activities. Chief Paschke and Asst. Fire Chief O'Neill reviewed map, and Asst. Chief O'Neill asked that they allow 10 ft. access for emg. vehicles. Moved by Johnson and Sande to approve request. Motion carried.
