CITY OF GRAND FORKS - BOARD OF EQUALIZATION
June 5, 1995

The city council of the city of Grand Forks, North Dakota was called to meet as the Board of Equalization in the city council chambers by Mayor Polovitz on Monday, June 5, 1995 at 7:00 p.m. as required by the North Dakota Century Code. Present were Council Members Hoeppner, Hamerlik, Hanson, Glassheim, Carpenter, Sande, Beyer, Babinchak, Geller, Johnson, Hagness - 11; absent: Council Member Klave - 1.

APPROVE MINUTES

Typewritten copies of the minutes of the Board meeting held on Monday, May 1, 1995 were presented and read. It was moved by Council Member Hoeppner and seconded by Council Member Hanson that the minutes be approved as read. Carried 11 votes affirmative.

ACCEPT VALUATION OF ASSESSOR ON PROPERTY
AT 2509 9TH AVENUE NORTH

The finance committee of the city council reported having considered the protest by Lloyd Blazer on valuation of property at 2509 9th Avenue North, and recommended to uphold the assessor's valuation on the property, $63,900.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

APPROVE REDUCTION IN ASSESSED VALUE OF
PROPERTY AT 2517 9TH AVENUE NORTH

The finance committee of the city council reported having considered the protest by Sandra Morrison on valuation of property at 2517 9th Avenue North, and recommended to accept the assessor's recommendation and to reduce the market value of the property from $66,500 to $57,400.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Neil Fischer on valuation of property at 2514 9th Avenue North, and recommended to uphold the

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Donald Gunderson on valuation of property at 2106 10th Avenue North, and recommended to uphold the assessor's valuation of $50,700.00.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Bill Couchigan on valuation of property at 814 25th Avenue South, and recommended to uphold the assessor's valuation of $79,100.00.

The finance committee of the city council reported having considered the protest by Elroy Kvasager on valuation of property at 2110 10th Avenue North, and recommended to uphold the assessor's 1995 value of $50,000.00.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by William Lembke on valuation of property at 1023 North 20th Street, and recommended that we reduce the value for 1995 from $61,400 to $57,700.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Page 3

The finance committee of the city council reported having considered the protest by John Zenz on valuation of property at 615 North 6th Street, and recommended to uphold the assessor's value of $48,800 for 1995.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Kenneth Davidson on valuation of property at 530 Terrace Drive, and recommended to uphold the assessor's value of $112,500.00.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Bill Phalen on valuation of property at 3016 Legend Lane, and recommended to uphold the assessor's valuation on the property at $103,600.00.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Mae Heggar on valuation of property at 2221 7th Avenue North, and recommended to uphold the assessor's valuation of $79,000.

APPROVE REDUCTION IN ASSESSED VALUE OF
PROPERTY AT 616 MAPLE AVENUE

The finance committee of the city council reported having considered the protest by Steve Reller on valuation of property at 616 Maple Avenue, and recommended to remove cost for remodeling and reduce the value from $88,300 to $80,300, provided that he files a 3-year remodeling exemption application.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

APPROVE REDUCTION IN ASSESSED VALUE OF PROPERTY
AT 845 SOUTH 24TH STREET

The finance committee of the city council reported having considered the protest by Ernest Byzewski on valuation of property at 845 South 24th Street, and recommended to reduce the assessor's valuation from $85,400 to $84,400.00.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

The finance committee of the city council reported having considered the protest by Lynda Madsen on valuation of property at 3804 Fairview Drive, and recommended to reduce the assessor's

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved.

Council Member Beach asked to be excused from voting on this matter. It was moved by Council Member Babinchak and seconded by Council Member Beyer that Council Member Beach be excused from voting on this matter. Carried 12 votes affirmative.

Upon call for the question on the motion and upon voice vote, the motion carried 12 votes affirmative; Council Beach excused from voting.

The finance committee of the city council reported having considered the protest by Southwinds Apartments I and III on valuation of property at 2402 30th Avenue South and 2403 27th Avenue South, and recommended to uphold the assessor's values of $2,406,900 on Southwinds I and $2,609,800 on Southwinds III.

APPROVE REDUCTION IN ASSESSED VALUE OF

The finance committee of the city council reported having considered the protest by Gary Johnson on valuation of property at 3598 15th Avenue South, and recommended to reduce the assessor's value of the property from $195,000 to $179,000.

It was moved by Council Member Babinchak and seconded by Council Member Geller that this recommendation be and is hereby approved. Carried 13 votes affirmative.

It was moved by Council Member Geller and seconded by Council Member Beyer that the tax rolls as presented by the city assessor and as equalized by the Board of Equalization be and are hereby certified to the county auditor, Grand Forks County, North Dakota. Upon roll call the following voted "aye": Council Members Beach, McCabe, Hoeppner, Hamerlik, Hanson, Glassheim, Carpenter, Sande, Beyer, Babinchak, Geller, Johnson, Hagness - 13; voting "nay": none. Mayor Polovitz declared the motion carried and the assessments certified.
