MINUTES/PUBLIC SAFETY COMMITTEE
Monday, March 11, 1996 - 3:45 p.m.

ROLL CALL: Hoeppner, Johnson.

1. Request by March of Dimes to hold WalkAmerica on April 27.
Donna Smith, Division Director, March of Dimes, 110 North 3rd Street, stated this is their largest fund-raiser, that they are expecting 600 walkers, will walk on 17th Ave.S. from Red River to Columbia Road, cross Columbia Road to bikepath and walk remainder of the route on the sidewalk/bikepath. She est. time on the street as approx. 10-15 minutes. It was noted the walk is on a Saturday morning, starting at 9:00 a.m. Chief Paschke stated they would assist in the crossing of Columbia Road. Moved by Johnson and Hoeppner to grant the request subject to coordinating the walk with the police department. Motion carried.

2. Request by Women's Pregnancy Center to hold walk-a-thon on May 11.
There were no reps. present. It was noted that the walk is on a Saturday morning starting at 9:00 a.m., and that they will be using sidewalks only. Moved by Johnson and Hoeppner to receive and file. Motion carried. (comm. only)

3. Request from Praise God Parade Planning Committee to hold parade on June 2.
Jim Wetterlund, 2134 13th Avenue NW, East Grand Forks, presented request, that this is same as what they have done last several years, starting at old depot to DeMers, and then to East Grand Forks. It was noted that they would only be closing one lane of traffic (east bound lane) Chief Paschke stated they have no problem with the request. Moved by Johnson and Hoeppner to grant the request for June 2, with alternate date of June 9. Motion carried.

4. Request by Sertoma Club to hold July 4 celebration (incl. duck race and fireworks display).
There were no reps. of the Sertoma Club present. John Buegel, 509 South 3rd Street, asked that the committee deny the request, read the following statement, and asked that the statement in its entirely be entered as part of the record: (see attached)

Johnson stated that because of Mr. Buegel's concerns, would like to hold and request Sertoma Club to have reps. at next meeting.
Moved by Johnson and Hoeppner to hold this matter for two weeks, and communicate that to the Sertoma Club along with copy of Mr. Buegel's statement. Motion carried. Held for 2 weeks.

5. Request by Grand Forks County for 15-minute parking on the south side of Bruce Avenue (300 block) from South 4th Street east to the alley way. Gary Malm, Grand Forks County Commissioners, stated that this area has been closed to parking during construction and they felt that now would be time to change restrictions; and presented request to change parking restrictions from two-hour parking to 15-minute parking. He stated that most people can take care of

business within that time. He also stated they are working with the Parking Authority to deed them a piece of property across from the old post office building at no cost to the Parking Authority; that because of parking required by Ecolab it is difficult to find parking space.

Chairman Hoeppner read recommendation from the traffic engineer recommending approval of the request.

Moved by Hoeppner and Johnson to approve the request for 15-minute parking in front of County Office Building. Motion carried.

6. Request to consider moving flashing amber lights from 20th Ave.S. and S. 34th Street farther north to just south of Century School.
Gary Mitchell, principal of Century School, stated that they have traffic problem at Century, presented map showing current parking restrictions and location of lights; that problem is moving kids across South 34th Street along west side of building near bus stop area; kids from Birkholz' Addn. cross mid-block, rather than walking 1 1/2 blocks to the north or 2 blocks to the south to cross at light or at stop signs, and felt that solution is to relocate light. He stated they surveyed Birkholz' residents, and received nothing but positive comments.

John Thompson, traffic engineer, requested that the committee hold for one month to allow him to do study. Mr. Thompson stated that he anticipates that South 34th and 17th will be signalized in the next five years or so, and will evaluate location of lights, and also will look at parking in the area, etc.

Moved by Johnson and Hoeppner to hold for 4 weeks and ask traffic engineer to do study and report back. Motion carried. (comm. only)

7. Matter of consideration of bids for pickup truck for police department.
Chief Paschke reported they received bids from Rydell Chevrolet and Hansen Ford, that both bids met specs., that Rydell Chevrolet was low bidder, and recommended approval of the low bid. Moved by Johnson and Hoeppner to accept the low bid of Rydell Chevrolet in the amount of $11,391.00. Motion carried.

8. Matter of health department agreements:
a) NDSHD - Tuberculosis Control Activities Grant Amendment
Pam Engel, Health Department, stated grant amendment is for period February 1 through June 30 with an increase in the amount of $5,000. Moved by Johnson and Hoeppner to approve and authorize proper City officials to sign said agreement. Motion carried.

b) UND - 1996 UND Dietetics Affiliation Agreement

giving students clinical experience. Mr. Swanson stated he has reviewed proposed agreement with UND and has number of concerns, which he thought could be worked out prior to next Monday's council meeting. Moved by Johnson and Hoeppner to authorize the proper City officials to enter into the agreement subject to final approval by the city attorney. Motion carried.

c) Bemidji State University, Nursing Student Agreement.
This is program to provide clinical facilities and clinical nursing experience for nursing students. Mr. Swanson stated that both the University and Bemidji have included limi- tation on liability for themselves in the agreements, loopholes in their insurance, etc. but thinks they can work out.

Moved by Johnson and Hoeppner to authorize the proper City officials to enter into the agreement subject to final approval by the city attorney. Motion carried.

9. Applications for gaming permits:
a) Grand Forks Exchange Club - sports pool 6/01-12/31/96.
b) Grand Forks County 4-H Leaders Council - raffle 06/23/96
c) Holy Family School - raffle 05/15/96
d) Senior Occupational Therapy Class/UND - raffle 04/03/96
All applications had been reviewed and approved by the city attorney. Moved by Johnson and Hoeppner to approve the applications. Motion carried. (comm. only)

e) Professional Nurse Committee/United Hospital - raffle 05/09/96
The city attorney had reviewed and approved the application subject to adoption of a resolution recognizing this group as being public-spirited. Moved by Johnson and Hoeppner to adopt a resolution, and to approve the application for permit. Motion carried.

10. Matter of adoption of 1994 Uniform Fire Code and supplement.
This item was withdrawn.

11. Request for beer/wine license at Kraft Field-Grand Forks Varmints baseball games.
Kenneth Leip, 1900 South 25th Street, owner of the Grand Forks Varmints, Grand Forks Professional Baseball, Inc. and George Schubert, member of the Board of Directors, were present
and requested an ordinance for beer and wine permit to be used at Kraft Field during home and exhibition games. He stated sales would be monitored and dispensed in paper cups.

Mr. Johnson expressed some concern, whether designated areas, etc. Mr. Schubert stated they have same concerns, that this is family activity, and will work with the council, etc.

Mr. Swanson stated whether they have designated area is policy decision (designated area at Fairgrounds came about because of complaints), and may want to consider "no beer section". Mr.

Swanson stated he will draft ordinance following regulations for other seasonal licenses (limiting sale to disposable containers, restricting sale to 1 1/2 hrs. before and no sales after conclusion of event; no sale on Sunday before 12:00 noon; no off-sale distribution; etc. and also noted that application for license would require approval by the Park Board.

Moved by Johnson and Hoeppner to introduce for first reading an ordinance to allow a seasonal license for the sale of beer and wine at baseball games at Kraft Field for period April 1 through October 31, with a license fee of $550. Motion carried.

12. Applications for gaming permits:
f) Grand Forks Mission - raffle 8/25/96.
The city attorney had reviewed and approved the application. Moved by Johnson and Hoeppner to approve the application for permit. Motion carried. (comm. only)

13. Request from Century School PTO for traffic study at inter- section of 17th Ave.S. and S. 34th Street re. placement of
traffic lights.
Debbie Matteson, 3307 Baron Blvd., president of Century School PTO, presented request for better traffic control at 17th Avenue South and South 34th Street, and that they are asking City to do study of that intersection and traffic flow in and around the school. She stated they that have high volume of traffic that doesn't honor 25 mph zone nor the amber flashing lights, problem at stop signs with traffic making right turns, and they would like traffic signals with no turn on red. She stated there is lot of growth in the neighborhood, multiple family housing, which will increase traffic flow, etc. The committee directed that the traffic engineer include this in his study of the area as requested by Century School. Held for 4 weeks.

14. Communication from health department re. trapping of pigeons. A communication was presented from the health department relative to trapping and removal of approx. 1,000 pigeons from the city, and that they will continue to use contract trappers to reduce this menace in the future. Moved by Johnson and Hoeppner to receive and file the communication. Motion carried. (Information only)
