MINUTES/URBAN DEVELOPMENT COMMITTEE

Members present: Beach, Hanson, Polovitz.

1. Matter of rental rehab applications:
The committee reviewed rental rehab applications as follows:
1) Marvin and Debra Hodny, 908 North 4th Street, $6,000
2) Wilmer Van Dellen, 526 Cambridge, $6,500
3) Wilmer Van Dellen, 216 Cottonwood Street, $7,500
4) Frank Lewis, 1513 University Avenue, $4,790
5) Terry Farder and Orville Farder, 1902-1904 15th Avenue South, $8,890
6) Terry Farder and Virgil Stenberg, 1708, 1802, 1812 24th Avenue South and 1811 Continental Drive, $67,675
7) William Schoen and James Kobetsky, 910 Cottonwood Street, $83,000
8) Daniel and Julie Heinz, 1217 Oak Street, $7,500
9) Norval Meagher, 1923 12th Avenue North, $25,000

Chairman Beach stated that $83,000 was available, and that applications totaling $216,855 were received.

Chairman Beach asked to be excused from voting because of conflict. Hanson and Polovitz so moved. Motion carried.

Mr. O'Leary reported that no rating criteria or points established; and historically never lot of competition, but now program has ended and lot of interest has surfaced. It was noted that applicant matches funding $ for $. Hanson suggested giving each applicant 38% of his request, with balance to go to the Roosevelt Center project. The committee stated that requirement be included that taxes must be current. Mr. O'Leary also reported that monies will continue to come in from repayments and suggested committee make allocation of anticipated revenues at this time rather than amending contracts at later date.

Bill Schoen and Jim Kobetsky, Schoen & Assoc., were present and stated they are requesting funds for elevator; have had lot of people calling to rent - elderly in that neighborhood; four floors with 14' ceilings.

Moved by Hanson and Polovitz that we allocate each applicant 38% of his request; that the balance of funds be allocated to the Schoen & Kobetsky project at 910 Cottonwood Street; and any residual monies also be allocated to the Roosevelt Center project, all contingent upon taxes being current, and contingent upon contract being signed by January 3, 1997. Motion carried; Beach abstained from voting.
