MINUTES/PUBLIC SAFETY COMMITTEE

Members present: Sande, Glassheim.

1. Request from WPS. Inc. (Whiskey Point Saloon) to move license
from 23 S. 3rd St. to Crown Colony complex at 4220 5th Ave.N.
A rep. of Whiskey Point Saloon presented the request in behalf of Bill Hixson, pres. of WPS, Inc., that they have been at present location for four years, can't rebuild, and are requesting approval to move license from 23 S. 3rd Street to Crown Colony complex. Moved by Glassheim and Sande to approve transfer of license contingent upon written consent of existing licensee at 4220 5th Avenue North. Motion carried.

2. Application from Bronze Boot Steakhouse & Lounge for special
alcoholic beverage license for event on May 23 at 2500 S. Wash.
Street.
The committee reviewed the application for event at former LaBrasa Restaurant at 2500 S. Wash. Street. Moved by Glassheim and Sande to approve application. Motion carried. (committee only)

4. Applications for gaming permits: (renewal of site authoriza-
tions for period 7/01/97 to 6/30/98:
a) ND Special Olympics:

Applications had been reviewed and approved by the city attorney. Moved by Glassheim and Sande to approve applications.
Motion carried. (comm. only)

3. Matter of noise from Borrowed Bucks (sound system).
Norm Braaten, Thompson, manager of Borrowed Bucks, reported that after receiving original complaint that staff ceased playing music after hours, have reduced amount of power to dance floor and have turned off outdoor speaker system in attempt to solve problem. He also reported they have people out daily to pickup any litter, but don't go into apartment yards. Lt. Johnson, police departmenT, stated he couldn't recall any complaints. Moved by Glassheim and Sande to receive and file. Motion carried. The committee also noted that if they receive more complaints, will look at again.

3.a) Request from Borrowed Bucks Roadhouse at 1970 S. Columbia Rd.
for special permit for outdoor events on various dates. Mr. Braaten presented request in behalf of Borrowed Bucks

Roadhouse for special permit for outdoor events on various dates,
including live music from 5:00 p.m. to 10:00 p.m. with beer garden; they will stay within decibels allowed, they will section off area and control with security. Moved by Glassheim and Sande to receive and file. Motion carried. (comm. only)

5. Application for renewal of on-sale beer license by Grand Forks
Professional Baseball, Inc. for term ending October 31, 1997.
The committee reviewed application for Class 8 Kraft Field On Sale Beer license. Moved by Glassheim and Sande to approve the application contingent upon approval by police, fire, health and inspection departments. Motion carried.

6. Matter of federal assurance certification - grant applications with ND Dept. of Health for period July 1, 1997 thru June 30, 1999.
Don Shields reported this assurance is required to process federal grant applications and is in addition to grant agreements which are reviewed individually, and requested approval pending review by the city attorney. Moved by Glassheim and Sande to approve pending review and approval by the city attorney. Motion carried.

7. Application for gaming permit:
a) The ARC, Upper Valley (site authorization renewal for period 7/01/97 to 6/30/98)
1) Johnny's Lounge, 701 S. 15th Street
2) Red Ray Lanes, 2105 s. Washington Street.
Moved by Glassheim and Sande to approve contingent upon review and approval by the city attorney. Motion carried. (comm. only).

8. Budget amendment:
a) Health Department - $1,183.00
Mr. Shields reviewed amendment reflecting unanticipated funds from Families First Grant and funds will be used for furniture for renovation of office space and internet home page. Moved by Glassheim and Sande to approve the budget amendment. Motion carried.

9. INFORMATION - VARIOUS ITEMS:
Pete O'Neill, deputy fire chief, reported that their department did damage to turn-out gear and ordered in excess of $100,000 to replace that gear and will put request in to FEMA, could get de-contaminated but at great expense and some gear is 10 years old (pants and coats w/liners $1130 ea., helmets $300/ea., boots $100/ ea., gloves $35/ea. and hoods $18/ea.) for 60 employees. He reported gear used in flood waters and fuel oil clean-up of basements. He reported they had some equipment donated by Becker Fire Equipment out of Wyoming, but didn't fit all their needs.

Don Shields, health department, mentioned some of the "silent heros" of the flood disaster - too numerous to mention. He also reported they received bill for $42,000 for port-a-potties which were washed away with dikes and some which were frozen in flood waters and chopped out of the ice, will try to get reimbursement from FEMA.

Mr. O'Neill also reported that Coast Guard members coming in and he is writing letters of commendation re. evacuation and rescue, and commented on assistance they received from everyone - Air Base, MN DNR, National Guard, Coast Guard, etc.

Mr. Glassheim asked if there was some plan to patrol Lincoln Park and other areas. Lt. Johnson reported they have officers assigned to Lincoln, Central and Riverside area - have well covered. Chairman Sande reported she had asked for curfew for Lincoln Park area from 9:00 p.m. to 6:00 a.m. but hasn't seen announcement. Glassheim stated that if need additional people, spend money so people feel safe.

Sande also reported people parking wherever they feel like and also driving wrong way on Chestnut and Walnut Streets.

Dep. Chief O'Neill also reported that contractors are picking through trash.
