MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, September 9, 1997 - 7:00 p.m.

Members present: Sande, Glassheim.

1. Requests for block parties:
a) on 27th Ave.S. from Chestnut St. to Clover Dr. on Sept. 16.
Lowell Machart appeared - block party hours 5:30 to 7:30 p.m.
Moved by Glassheim and Sande to approve. Motion carried.

b) to block alley between Cottonwood and Cherry Sts. and between 4th and 5th Aves.S. on September 14.
Ramona Driscoll, 617 4th Ave.S., presented request. Moved by Glassheim and Sande to approve. Motion carried.

c) S. 11th Street between 9th and 10th Aves.S. on Sept. 13.
Tammy Koppang presented request. Hours: 4:30 p.m. - 11:00 p.m.
Moved by Glassheim and Sande to approve. Motion carried.

d) 9th Ave.N. from N. 21st to N. 24th St. on Sept. 18.
Elaine Smith presented request, hours of party from 6:00 to 10:00 p.m. Moved by Glassheim and Sande to approve. Motion carried. (Committee only)

2. Application from Giovanni's Pizza for Class 3, Off and/or On-
Sale Beer and Wine license.
Sandra Sterger, Giovanni's, appeared before the committee and stated they were withdrawing their application.

3. Request from Altru Ambulance Service to use opticom system.
John Thompson, traffic engineer, recommended approval, noted this is formality based on ordinance passed this spring. Moved by Glassheim and Sande to approve. Motion carried. (Comm. only)

4. Request from The Edge to hold Octoberfest on October 4 in
downtown Grand Forks (blocking of N. 3rd Street).
Eric Boughman, 12 N. 3rd Street, The Edge, presented request with change in dates - to September 26 and 27 between 6:00 p.m. and 1:00 a.m. on N. 3rd Street in front of the parking lot in the block between DeMers and 1st Ave.N., with live band and beer garden (which would be fenced to prevent minors from area and for security) The committee cautioned Mr. Boughman that because of fire and knocking down buildings, sound travels farther and that they received complaints re. music at Pasta Party. The committee also directed that the band shut down at 12:30 a.m. Capt. MacCarthy stated the event would require hiring of police officers, suggested 4 each night, and also suggested they make arrangements to provide port-a-potties.

Moved by Glassheim and Sande to approve request for September 26 and 27, including use of city parking lot, establishing beer garden, and with noise variance to 12:30 a.m., subject to coordinating event with the police department. Motion carried.

5. Request from Knights of Columbus for refund of portion of
alcoholic beverage license fee.
Mike Shea, 1005 Belmont Road, representing Knights of Columbus, stated they won't have club up until next summer and requested refund of portion of their fee for this year, or credit. Chairman Sande stated that she had discussed with Mr. Swanson, that there are number of bars and organizations in same position, and need to establish policy, can either rebate or give credit.

After some discuss moved by Glassheim and Sande to direct city attorney to draft ordinance change re. liquor licenses closed for significant period of time during flood. Motion carried. (comm. only)

6. Applications for gaming permits:
a) St. Michael's Altar Society - raffle 12/07/97
b) R.D. Koppenhaver Foundation - raffle 9/30/97
The applications had been reviewed and approved by the city attorney. Moved by Glassheim and Sande to approve the applications. Motion carried. (comm. only)

c) Listen, Inc. - site authorization (revision), 710 1st Avenue North, Townhouse.
The application for the revised site authorization had been reviewed and approved by the city attorney. (revised because of change in alcoholic beverage license from Townhouse to Mike Blackmun, Muddy Rivers) Moved by Glassheim and Sande to approve the application. Motion carried. (Comm. only)

7. Request from Happy Harry's Bottle Shop, 2215 Gateway Dr., to
move license to northwest corner of Gateway and N.Columbia Rd.
Hal Gershman, 507 Reeves Drive, presented request for permission to move their liquor license from 2215 Gateway to the northwest corner of Gateway and N. Columbia Road. He stated this property north of Bronson property, and they are hoping to move their business and build 14,500' shopping center, architecturally significant, lot of landscaping, and that there's space available. He stated they would propose to open by June 15, 1998. He stated they would exchange their building for that land, with office space, retail at both locations. Moved by Glassheim and Sande to approve the request to move the location of the retail liquor license. Motion carried.

8. Request from PSAP for proposal for telephone equipment to
replace flood-damaged equipment.
Pete Eggimann, PSAP, presented request asking vendors to put together proposal for telephone equipment to meet needs in replacing equipment damaged in the flood but also to support entire police department, both police department and PSAP are in need of equipment, that there would be benefit to having equipment from same vendor; that police department has money approved to purchase

and want to double up and save some money. He reported funding would be out of 911 surcharge or Fema (they have not settled with Fema as yet), police department funds through City. He stated they anticipate $70-80,000 range.

Glassheim and Sande recommended approval for RFP for 911 equipment. Motion carried.

9. Information:
a) Sande reported she had received call from resident of Columbia Towers re. petition for stop sign at 29th and 24th Ave.S.
b) Sande reported she has had several calls re noise level at Borrowed Bucks - noise from music, squealing tires, motorcycles, litter, etc. She stated she met with Don Shields re. use of equipment to measure noise level (decibels).

The meeting adjourned at 7:45 p.m.
