MINUTES/GROWTH FUND AUTHORITY
Tuesday, May 27, 1997 - 6:35 p.m.

The city council of the City of Grand Forks sitting as the Growth Fund Authority met in the council chambers in City Hall on Tuesday, May 27, 1997 at the hour of 6:35 p.m. with Chairman Carpenter presiding. Present at roll call were Council Members Beach, Polovitz, Hamerlik, Hanson, Glassheim, Carpenter, Sande, Klave, Babinchak, Bakken, Hafner, Hagness, Owens - 13; absent: Council Member Beyer - 1.

ADOPT POLICY FOR BUSINESS AND
INDUSTRY DISASTER ASSISTANCE PROGRAM

It was moved by Council Member Hafner and seconded by Council Member Bakken to adopt the policy as recommended to the Jobs Development Authority by the city council.

Mr. Swanson advised that implicit in that motion is the delegation of proper authority to review applications and make decisions to staff.

Upon call for the question and upon voice vote, the motion carried 13 votes affirmative.

Chairman Carpenter stated that there were some checks to be presented.

John O'Leary, executive director of Urban Development, presented the first two businesses' applications which had been reviewed by staff, met all criteria and were approved: Atrix Software and Dietz Business Promotions. He also stated that reps. from the Mayor's Committee and HUD were in the audience.

Mayor Owens presented checks of $20,000 to each of the businesses to assist them in getting their businesses up and running.

Mayor Owens reported that she is pleased to have former President Clifford on two of her committees: Business Redevelopment and Greater Grand Forks Flood Relief Fund; and Mr. Brown, who is out of Secretary Cuomo's office in Washington D.C., and will be key figure in assisting our staff in planning our city.

It was moved by Council Member Beach and seconded by Council Member Hamerlik that we do now adjourn. Carried 13 votes affirmative.
