MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, January 27, 1998 - 7:00 p.m.

Members present: Sande, Glassheim, Beyer.

1. Matter of alcoholic beverage licensing, Knights of Columbus.
Mr. Swanson reported that items in Mr. Shea's letter have been approved by council (granting credit for period of time in 1997 to their 1998 license, and to pay for time open in 1998 and 1997 credit be used to offset the cost of the 1998 license); and stated that correspondence will be going out to all license holders on this. Mr. Shea reported that they were not going to pursue item 3 (which was to apply for special liquor license).

Moved by Glassheim and Sande to receive and file. Motion carried. (comm. only)

2. Applications for gaming permits:
a) Greater Grand Forks Senior Citizens Assn. - raffle (ending 6/30/98)
b) UND Foundation - raffle 02/20/98
Applications had been reviewed and approved by the city attorney. Moved by Glassheim and Beyer to approve applications. Motion carried. (comm. only)

3. Applications for gaming permits:
a) Grand Forks Curling Club - calendar raffle 3/21-4/24/98.
b) Grand Forks Letter Carriers Auxiliary #550 - raffle 6/11/98.
Mr. Swanson reported he has approved these applications. Moved by Glassheim and Beyer to approve applications. Motion carried. (comm. only)

4. Request from Mortar Board to extend date of raffle from
January 30, 1998 to February 13, 1998.
A request from the Mortar Board, Sudhir Penugonda, requesting an extension of their raffle permit #98-1026 from January 30, 1998 to February 13, 1998 was reviewed by the committee. Moved by Glassheim and Beyer to approve request. Motion carried. (comm. only)

5. Matter of grant for Health Department:
a) Children's Services Home Safe Home mini-grant.
Don Shields, Health Department, reviewed $2,000 mini-grant, that this is former Families First operation and regionalized it and given them $2,000 grant to provide home safe home kits. He reported that the city attorney has reviewed and approved grant proposal and that he is asking committee for approval on mini-grant and for budget amendment in the amount of $2,000. Moved by Glassheim and Beyer to approve grant and to approve budget amendment. Motion carried.

6. Matter of COPS Grant (Universal Hiring).
Chief Packett reported that they have been informed by the Department of Justice that there's possibility of community-

oriented policing money being available for some additional officers for community policing should the City decide to apply for those, would be similar to the 3 they already have approved in this year's budget, fully funded through the grant, no match. He reported that they have indicated to the Department of Justice an interest in looking at the information packet and they will be mailing that and as soon as they get that, will make that available to the committee for review. He reported they are putting together a plan of possibly utilizing 5 to 6 officers in neighborhoods and becoming resource officer for neighborhood association or by ward, flexible about that, and if need for officers to be available for the community to do some things as far as additional policing, codes, zoning work, maybe off site location for a storefront, if fully funded by this grant. He reported grant would be for 3 years or $75,000 per employee so determined by wage scale, so here 2 l/2 years, and no match because waived because of the flood and economic condition.

Chief Packett reported they currently have 70 officers authorized, 63 actual officers and funded strength 67 (down 4 actual general fund and 3 grant positions). He stated they would only agree for the life of the grant, and then would be mayor/council decision. Information only.

7. Matter of pawnbrokers.
Mr. Swanson reported they have done some drafting but not typed up yet; reviewed cities of Minneapolis, Fargo, Bismarck.

8. Health Department:
Mr. Shields reported that General Sagsveen has been appointed as State Health Officer; that Carol Olson, director of human services, will act as liaison. It was also noted that one of the three physicians who will assist him is Dr. James Brousseau.

Moved by Beyer and Glassheim to adjourn, meeting adjourned at 7:15 p.m.
