MINUTES/PUBLIC SAFETY COMMITTEE
Tuesday, March 10, 1998 - 7:00 p.m.

Members present: Sande, Beyer, Glassheim.

1. Matter of Fifth Annual Great Red River Duck Race and 29th
annual Sertoma fireworks display activities on July 4, 1998
on banks of the Red River.
Paul Lester and Paul Waind were present. Mr. Lester reported they were asking permission from the City to conduct this event similarly to previous events. He reported they plan to move event to area below Chamber of Commerce, one of the reasons moving is because of power, trees and shade, picnic tables, etc. and safer to hold event there, have leased hooded stage with amplifier for activities, events starting at 12:00 with activities on stage every half hour, do duck race (dropping ducks from Point Bridge); having two bands, one from 8:00 to 10:00, shoot fireworks of Point Bridge and second band from 11:00 to 1:00 a.m.; and have beer garden; that Sertoma has 80 members and with sponsors will do good job. He stated that they would get permits and licenses and coordinate with the police department.

Sande noted that there are fewer buildings to baffle sound, and may need to be careful as to how aim amplifiers. Beyer stated she has two concerns, music until 1:00 a.m. for people in Ryan and Dacotah and the neighborhood; and second concern is that buildings in city center will be demolished and security issue. Mr. Waind reported they get about 150 Air Force personnel, have specific printed caps for i.d., have cell phones, and 15-20 golf carts to help keep areas secure. Mr. Waind reported they have same concern with river, will rope off. Mr. Waind reported that in past had NSP volunteer to bring in fencing to put around Buegal property and also use police department; no problem in 1996 or last year.

Moved by Beyer and Glassheim to approve activities in request, waive variance to noise ordinance on July 4, 1998 and to coordinate with police department. Motion carried.

2. Request from Grand Forks Jaycees to sponsor street dance in
downtown on April 25.
There was no one present; committee held for 2 weeks.

3. Matter of amendment to City Code relating to pawnbrokers.
It was noted that this was at the request of the police depart-ment; and the ordinance was drafted by city attorney's office. Moved by Beyer and Glassheim to approve proposed ordinance relating to pawnbrokers and to introduce for first reading. Motion carried.

4. Applications for gaming permits:

All applications had been reviewed and approved by the city attorney. Moved by Glassheim and Beyer to approve the applications for permits. Motion carried. (comm. only)

6. Application by CCS Investments, LLC dba Red River Cafe, 315
DeMers Avenue, for Class 4 (Food and Beverage Establishment)
license.
It was noted that the application had been submitted to the auditor's office, copies of the application were at the police department and at the city attorney's office for review. Moved by Glassheim and Beyer to approve the application contingent upon review and approval by appropriate city officials. Motion carried.

7. Presentation by Gene Schneeweis re. independent investigation and problems with morale investigation.
Gene Schneeweis stated they had talked several weeks ago when he had asked for independent investigation and problems with morale investigation and that committee had asked him to outline specific issues and results of overview and complete study. He read pre-pared statement; that he is asking for independent investigation on the assistant to the mayor Pat Owens, now Mayor Pat Owens, Daryl Hovland, asst. dir. of Human Resources, and Officer Harlan Jenson of Grand Forks Police Department, and in asking for this investi-gation, he has proof that there was a secret meeting or private meeting which was conducted by individuals listed above on November 8, 1995. This meeting was conducted secretly to conceal and deliberately undermine the police study task force which Mrs. Sande was on, which was intended to be comprehensive and most important internal communications, application of rules, regulations and improvements to personal relationships were identified as signifi-cant issues and appropriate recommendations made. He stated this study described was to not only identify an internal communications and carefully consider consistency in the application of rules and to develop a personal conduct standard. The study of the Grand Forks Police Department began in October 1995 and was completed with the preparation and presentation at a large number of people in the police department, all these individuals were helpful and.... in the study. Consistency couldn't become a standard if information was withheld to complete this confidential study, such as this letter and meeting.

Committee asked that he submit information to them for their review and will take under advisement. He reported he will send informa-tion, certified letter with return receipt, to Mrs. Sande.

7. Application for special/limited license to sell alcoholic
beverages at designated premise.
Paul Waind, GF Goodribs, presented application for temporary license for beer garden for July 4, 1998 for Sertoma duck race, made sketch on application (hold same as for Pasta party), have

form of identification showing whether 21 or not, hours from 12:00 noon to 12:45 a.m. Moved by Beyer and Glassheim to approve with review and approval of city attorney. Motion carried. (comm. only)
