MINUTES/PUBLIC SERVICE COMMITTEE

Roll call: Hafner, Klave, Lucke, Lunak.

1. Matter of creating special assessment district for Project No. 4669.4, District No. 386.4, storm sewer southend drainway Phase III A, Golf Course portion._________________
Mr. Grasser reported that the scope of drainway is from River to I-29, one along 40th Ave. S. one through golf course, various phases and created various tapping fees - this is Phase IIIA of the project.

Lucke reported present.

Mr. Grasser stated that after talking with Mr. Swanson, because property is inside city limits, can’t create tapping fees; concept is to provide money to the Park District, $1.25 million,
that engineering reviewed plans and specs. and re-calculated value through golf course. He stated if they give funds to Park District to do it under joint powers agreement, that will go to Flood Protection Committee.

Klave reported present.

Mr. Grasser reported that because we can’t create tapping area, they are having Park District doing bidding, etc. of the project, to actually provide funds to Park District to act as our agent and will bid as part of the larger project but City paying only what our costs would be and costs assessed back to the property. Because this a joint powers agreement and encompassed only the land, the Park District has ownership and legal authority to control (Curran and School Dist. own part of that property). Mr. Grasser stated there are some carryover costs that will be assessed to this, paying for outfall structure, etc. (costs calculated on last page for this project.)

Moved by Lucke and Klave to approve Engineer’s Report and to approve creation of the Joint Powers area. Motion carried
