Greenway Presentation – Kim Greendahl
Greendahl explained that the Greenway will have a series of interpretive plaques describing the existing greenway and including historic aspects of the area. The Lincoln Drive plaque was displayed; others are in progress and will address the downtown, riverboats, and the Lincoln Golf Course. She said input from Commission members is always welcome and they would particularly like help with the early days downtown. The plaques will be constructed of imbedded fiberglass. Flemmer suggested including a picture that shows how close to the river the city was built in the early days.
Sandy Slater arrived at this time.
Greendahl said she and others traveled to Bemidji, Itasca State Park, Winnipeg and Marquette to study various types of interpretive plaques to determine which might work best in Grand Forks. Iseminger asked whether plans were firm about relocation of Kannowski Park; Greendahl said it will be in the Central Park area but is not finalized yet. She mentioned that Jim McKenzie is advocating for the inclusion of peony plantings in the same area; this would be appropriate since Mrs. Kannowski was a promoter of the annual Grand Forks Peony Show.
Motion: that the City move quickly to memorialize the contributions of Max and Frances Kannowski to Grand Forks. (Iseminger, Lee)

CVIC Signs – Curt Siewert
Siewert presented pictures depicting the size, style, color and placement of the signs to be placed on the CVIC building at 411 S. 4th St. They are metal plate with plastic laminate and will be placed on the front, back and side of the building. The can also be removed from the building with minimal damage to the building. Slater asked that the side entrance sign be placed to the left of the door because the placement over existing painted brick signage is not very attractive and the historic painted brick sign would also be better if it all shows.
Motion: to concur that there will be no adverse effect to this historic building if these signs are added to the building, provided that they are readily removable and that the side entrance sign is placed beside the door and no higher than the top of the door. (Lee, Slater)

Red River Valley Community Action House Rehabs
Duane Klinner, State Historical Society of North Dakota Review and Compliance Coordinator, has asked HPC to review several RRVCA proposed rehabs of homes that are more than fifty years old. The addresses are 1917 2nd Ave. N., 1109 4th Ave. N., 1328 Cottonwood and 1331 Cottonwood. The agency intends to reside and replace windows on most of these properties as well as a variety of other exterior work. Drive by inspection and the review of pictures of the properties and surroundings indicated to the commissioners that such extensive and irreversible work does not seem to be necessary. Siewert said the funding is CDBG monies reallocated by the Office of Urban Development. In the past, OUD’s policy on home rehab has been to address electrical systems, plumbing problems and roofs, in order to make the homes livable and more efficient.
Motion: to request that the State Historical Society require more information regarding the necessity for these actions. (Iseminger/Slater)

Fourteen Residences Mitigation Report
O’Leary noted that Bonnie Greenleaf has promised a report soon.

Sub-committee Report
§ Friends of Preservation – O’Leary reported on her meeting with Karrie Craft, a UND student who is interested in starting a preservation group on campus, and her advisor, Jeanne Anderegg, Honors Program.

Chair Report – Marsha Gunderson
§ NRHP Nomination, 112-120 N. 3rd St. – The nomination was reviewed by the State Review Board on Jan. 30 and they asked for specific modifications and approved the nomination. Areas noted included expanding the Nash Finch connection and including more information on the remaining historic fabric of the building. After the modifications are made, the nomination can be forwarded to the Keeper without further action by the Board.
§ Preserve America Award – It has been suggested that Grand Forks apply for a Preserve America award. General discussion ensued about the amount of time it would take to write the nomination and how the criteria apply to Grand Forks. Consensus: not to pursue the award at this time.

Coordinator Report – Peg O’Leary
§ Near Southside Historic District Nomination – Mary Kate Ryan is still reviewing the material and hopes to send it to the Keeper within a week or so.
§ Campbell House Update – O’Leary met with Leah Byzewski to review the work needed to petition the Keeper to keep the house on the Register through the move instead of delisting it and having to reapply for Register status.
§ Almonte Nursing Home Replat – An open meeting will be held at 7pm, Wednesday, Feb. 11 at Phoenix Elementary to discuss the replatting with the neighborhood.
§ Williams Brothers Pipeline Letter – In response to Commission direction at the meeting of January 13, a letter has been sent commending Williams Brothers Pipeline for the office building they maintain on Gateway Drive. A copy of the letter is attached.
§ State Historical Society of North Dakota Grants – The state has $75,000 to reallocate to small local projects. The minimum request amount to be considered is $500, the maximum is $5,000. A copy of the announcement has been sent to Dakota Science for consideration regarding their masonry repair project.
§ M&H Gas Station, N. 5th St. – Architectural drawings of the proposed expansion show a building which is designed to better fit into the residential neighborhood than the existing building does. There will be no alteration to the pump stations. O’Leary has requested a materials list to identify finishes to be used on the property.
§ 1508 Lewis Boulevard RFP – Meredith Richards has provided a copy of the proposed purchase/move RFP for comment. Members were asked to review the RFP and provide comments to O’Leary by the end of the week.

Motion: to approve the minutes of January 27, 2004 as distributed. (Slater, Flemmer)
