Motion: to approve the minutes of February 10, 2004 as distributed. (Iseminger, Lee)
Motion carries unanimously.

Fourteen Residences Mitigation Report
Gunderson provided background on the Fourteen Residences SMA. O’Leary distributed a report from Bonnie Greenleaf, COE Flood Protection Project Director, which outlined the basic expenditures/commitments to date. (See attached email.) The total committed is $269,600. There is no projection for income based on the sale of 28 Conklin and 1508 Lewis Boulevard, nor is the sale price for One Lincoln Drive included. It was noted that 1508 Lewis Blvd. is being re-advertised to be sold and moved to a lot farther north on Lewis. The minimum bid is $32,500. This amount better reflects the value of the destination lot.

Chair Report – Marsha Gunderson
§ Army Corps of Engineers Annual Report – The 2003 Report on the Cultural Resources Work on the Grand Forks/East Grand Forks Flood Protection Project was distributed. Gunderson reviewed the pertinent passages. (See attached report.)
§ Annual Certified Local Government Meeting – Scheduled for April 30, May 1 and 2, in Grand Forks, in conjunction with the Preservation North Dakota annual meeting. The CLG program will be on Saturday. A highlight will be a presentation by NDSU architecture faculty members, Steve Martens and Ron Ramsay, about North Dakota architecture. PND would also like suggestions about regional places to tour on Sunday. Carl Ben Eielson Museum, Sharon and Minto museums, and St. Stanislaus Church in Warsaw were mentioned.
§ Downtown Design and Review Board (DDRB) – Gunderson said the last meeting was to review signage for the former Hoffman building on Kittson. Anderson Appraisal Service, Inc. is moving in there. She also said a special meeting has been called for Wed., Feb. 25 to discuss cell towers on the US Bank building on DeMers. It was noted that towers atop this building are highly visible from the overpass.

Coordinator Report – Peg O’Leary
§ Near Southside Historic District Update – O’Leary is reconciling resource counts because the State’s count does not agree with HRA’s count. When that is completed the nomination will be forwarded to the Keeper.
§ Campbell House Update – O’Leary is working with Leah Byzewski to write an application to keep the house on the Register instead of having to apply for reinstatement after the move. This should be completed shortly and will be sent to the Keeper after the SHPO comments and is in agreement.
§ Almonte Nursing Home Replat – O’Leary attended a neighborhood informational meeting conducted by Urban Development. A straw vote of attendees at that meeting narrowly favored 75’ lots over 60’ lots for the 1000 block of Almonte. The third alternative was for 50’ lots, which virtually no one favored. The UD staff continues to study alternatives and is leaning toward 60’ lots as the most viable development alternative for the type of house already in evidence on the street. Neighbors also said they preferred housing styles similar to the existing houses (1½ to 2 story, no front-loading garages, and in various styles rather than four or five houses that all look alike).
Motion: to support the development of five 60’ lots in the location of the former Almonte Nursing Home. (Iseminger, Flemmer)

§ Grand Forks Mercantile Company 1898 Nomination, 112-120 N. 3rd St. – O’Leary is finishing the necessary rewrites to submit the nomination to the Keeper.
§ State Historical Society of North Dakota Grants – The state’s history agency ahs $75,000 in matching grants to distribute for the coming year to eligible organizations. Under the guidelines, a maximum of $5,000 and a minimum of $500 is available per grant, with a match requirement. It was suggested that several Register properties, including the Oddfellows Block, in downtown Grand Forks might benefit from these funds. O’Leary will see that the information gets out to the appropriate people.
§ Red River Valley Community Action Update – The State Historic Preservation Officer (SHPO) has determined that future RRVCA rehabilitation projects are to be presented to GFHPC and forwarded to the SHPO for review only after comment by HPC. O’Leary and Curt Siewert from the Office of Urban Development will be meeting with representatives of RRVCA on Thursday, Feb. 26.
§ Donor Forms – Members completed time sheets indicating the amount of time they donated to GFHPC during the last three months of 2003.
