Motion: to approve the minutes of September 14, 2004, as distributed. (Polovitz, Slater)

Red River Valley Community Action – Kevin Severson
  1507 5th Ave. N. – RRVCA proposes to reroof with 3-tab shingles, replace 10 windows with wood double-hung units, install one steel exterior door, and complete several interior projects. The house was built in 1914 and has never been surveyed. The house has been sided and some windows appear to have been replaced. The porch is enclosed and there is a rear addition..
Motion: to concur with a determination of no adverse effect for the described work at 1507 5th Ave. North, noting that the window replacements must be wood.

  620 N. 6th St. – RRVCA proposes to replace 21 windows with wood double-hung units to match existing (three windows with leaded glass will not be changed), replace four basement windows with wood windows to match existing openings, and repair leaking roof. The house was built in 1917 and determined to have no NRHP value in a 1981 survey by Roberts & Roberts. Commission members determined that the house would be contributing to a district if resurveyed today.
Motion: to concur with a determination of no adverse effect for the described work at 620 N. 6th Street, noting that the window replacements must be wood. (Lee, Slater)

Chair Report – Marsha Gunderson
  Downtown Design and Review Board – DDRB met on Sept. 15 to discuss Gate City’s request to reconsider the denial of a sign with moving elements at their DeMers and 5th St. location. Gunderson and Beach attended. DDRB did not change its position with regard to signs with moving elements.
  Marietta, Ohio – Gunderson reported that she asked O’Leary to contact the community and offer consultation regarding their recovery from flooding in their historic downtown. O’Leary contacted the Ohio SHPO (State Historic Preservation Office) and the message was conveyed to Marietta.

Coordinator Report – Peg O’Leary
  Central Business District Nomination – The nomination looks good, though a significant amount of work remains especially on the resource counts and the maps. Ann Emmons is calling it the Downtown Grand Forks Historic District. Members agreed that that is the appropriate name for the district.
  Campbell House Update – The Campbell House was moved early this morning. Contractors will now build the foundation up to meet the house because of the irregularity of the base of the house.
  Donated Time Reports – Does not affect members present.
  Equipment Purchase – The laptop and electronic projector have been purchased; waiting for software.
  Courthouse Tour – The HPC meeting on December 14, 2004, will be held in the Grand Forks County Courthouse so members can tour the newly rehabilitated building.
  Pedestrian Bridges – The Phase I Cultural Resources Investigation of Two Pedestrian Bridge Locations in Grand Forks County, North Dakota has been reviewed by Leach and found to be essentially satisfactory, assuming that a stop-work order is in effect should contractors uncover unexpected archaeological material. These comments were sent to the State and to the Corps.
  Sorlie Bridge Update – O’Leary reported receipt of a memo from Dean Wieland, Floan-Sanders, Inc., requesting that MNDOT and MNSHPO take the lead on the SHPO Sorlie Bridge lighting approval process. NDSHPO has agreed to allow this procedural change. The change should not have much affect on the outcome or our input in the process.
  55th Ave. S. Roadwork – A road will be cut through from Chestnut Street to Belmont Road at 55th Ave. S. Leach and O’Leary looked at the site, at the request of the engineering company, and Leach determined that it is unlikely that any archaeological sites will be disturbed, again assuming that a stop-work order is in place. This information has been conveyed to the engineers and to the SHPO.
  Coordinator Vacation – O’Leary will be out of the office the week of October 18th.
  Ronald N. Davies Federal Building – The GSA appears to be pursuing the rehabilitation of the lobby of the Federal Building; they are seeking pictures of the historic interior of the main lobby.

Other Business
  Promenade Development – Lee questioned what type of federal funds are involved in this development and was told that HOME funds are being used. (NOTE: Following the meeting it was determined that the Promenade Development is using CDBG funds, not HOME funds.)
  123 Chestnut – Lee noted that work is proceeding at this address and questioned whether HPC had given final approval for the work. It was determined that approval had been given. It was also noted that the minutes of August 10, 2004, refer to 123 Walnut instead of 123 Chestnut.
  Sorlie Bridge – Flemmer expressed continuing concern regarding the lighting project and requested that O’Leary stay in touch with Floan-Sanders.

The next regular meeting will be at 7:00 p.m., Tuesday, Oct. 12, in room A101, City Hall.
