Meeting Minutes
October 11, 2005

Motion: to approve the minutes of the September 13, 2005, meeting as presented. (Slater, Sickels)
Motion carries.

Motion: to approve the notes from September 27, 2005, as presented. (Slater, Sickels)

1006 Cottonwood, Section 106 review
This property was discussed on 9/27/05. The following motion is from that date:
Motion: to concur that the described actions will have no adverse effect on the house at 1006 Cottonwood. (Slater, Sickels)
Vote of those present: Four (4) in favor.
Leach has since voted in favor of the motion. The motion therefore passes and RRVCA will be notified.

1119 Almonte, covenant review
As discussed on 9/27/05, the owner wants to change out rear-facing kitchen windows and replace the door and storm door on the Lincoln Drive façade. Members reviewed the Secretary of Interior’s Standards on Rehabilitation relating to replacement of replacement parts. The guidelines are open to interpretation but more latitude is suggested when changes are to be made to a secondary façade. The proposed windows are more representative of what would have been originally in the house and the proposed trim molding would match existing molding on other, original windows.
Motion: to approve replacing kitchen windows on the rear façade with two metal-clad, double-hung windows, which must have muntins (with true divided lights or with planted dividers) to match original windows in the upper story and with trim molding to match original windows in the upper story. (Flemmer, Slater)
Discussion: It was noted that the substitution of metal for wood is being allowed because the existing windows are not original and they are on the rear façade.
Motion carries.

Motion: to approve replacing the existing door on the Lincoln Drive façade with the Mastercraft model I-660 as requested, and to recommend that the storm be replaced with the Woodcore Series model Premier Emerald Bay; the original interior door is to be retained in storage on site.

Discussion: Members believed the proposed storm door was presented by the owner because it is similar to the existing storm door (which may or may not be original), however, the style will not complement the new interior door style and a full lite style is preferred. Though the door is visible from Lincoln Drive, it is not on the front façade and the existing door, with extensive glass, provides both privacy and security issues. This house was moved (post-flood) from a mid-block lot and the door previously faced a neighbor’s garage.

Chair Report – Marsha Gunderson
  Downtown Design and Review Board – meets Wednesday, Oct 12. Schoen and Associates will be bringing in the construction sign for N. 3rd St. for review.

Coordinator Report – Peg O’Leary
  Historic Districts Brochure Project – O’Leary distributed a variety of booklet-type brochures for review. Members decided to focus on a brochure of the Near Southside Historic District with the SHSND funding and to use the Nash Foundation funding for a Downtown Historic District/walking tour brochure.
  Appointments – O’Leary is still working on finding an attorney who is available to serve on the Commission. Gunderson suggested the Commission could look into developing an advisory board that would allow interested parties to provide input without committing to serving on the Commission. O’Leary will check whether this would be allowed under city ordinance.
  D. Jerome Tweton’s updated version of GRAND FORKS: A Pictorial History is available at the County Historical Society. General distribution plans aren’t in place yet.
  National Trust for Historic Preservation Conference, Portland 2005 – O’Leary attended about 16 informational sessions and several social sessions, returning with information on smart codes, Carnegie Libraries, green building and a variety of other topics.
  Near Southside Historic Plaques – The plaque to be placed in the triangle park at the north end of Reeves Drive can be put in place this fall but the one slated for the corner of Belmont Rd. and Lincoln Dr. will probably have to wait till next spring. Dike contractors are using the area for staging.

Other Business
  UND Historic Space Committee – Iseminger questioned whether the University has replaced Randy Lee on this committee. O’Leary said she has submitted the names of the Commission members who are also on campus but has not heard from Rick Tonder regarding an appointment.
  NPRR Bridge – Iseminger questioned whether the interpretive panels for the NP Bridge have been put in place. O’Leary will find out.
