MINUTES
Grand Forks Civil Service Commission
February 9, 2006
Chairperson Johnson called the Grand Forks Civil Service Commission to order at 3:34PM. Commissioners Johnson, MacGregor, Kvasager, Nies and Bredemeier present.
APPROVAL OF MINUTES
It was moved by Nies and seconded by Kvasager to approve the January 12, 2006 regular Civil Service minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS
HR Director Hovland requested selection criteria for the HR Generalist position be deleted. It was moved by MacGregor and seconded by Nies to approve the balance of the agenda as presented. All approve, motion carried.
ELECTION OF OFFICERS
CHAIRPERSON – CIVIL SERVICE COMMISSION
Nominations were called for by the Chairperson for the position of Chairperson. It was moved by moved by MacGregor and seconded by Bredemeier to nominate Patricia Nies as Chairperson. Commissioner Nies respectfully declined the nomination. It was moved by Kvasager and seconded by Nies to nominate Fred MacGregor as Chairperson of the Grand Forks Civil Service Commission. Chairperson Johnson called for further nominations. It was moved by Kvasager and seconded by Bredemeier to cease nominations and cast a unanimous ballot for Fred MacGregor as Chairperson for the ensuing term. All approve, motion carried.

VICE-CHAIRPERSON – CIVIL SERVICE COMMISSION
Chairperson MacGregor then chaired the remainder of the meeting. It was moved by Johnson and seconded by Nies to nominate Patricia Nies as Vice Chairperson of the Civil Service Commission. Chairperson MacGregor called for further nominations. It was moved by Kvasager and seconded by Johnson to cease nominations and cast a unanimous ballot for Patricia Nies as Vice-Chairperson for the ensuing term. All approve, motion carried.

WELCOME TO NEW CIVIL SERVICE COMMISSIONER
WAYNE BURLOG
Wayne Burlog will replace Commissioner Kvasager who is retiring from the Civil Service Commission. Mr. Burlog will not be available until the March meeting. Welcome held until March.
REAPPOINMENT OF COMMISSIONER BEVERLY BREDEMEIER
HR Director Hovland presented that the Grand Forks City Council has reappointed Ms. Bredemeier to the Grand Forks Civil Service Commission for three more years to 2008. No action necessary.
ELIGIBILITY REGISTER
Office Specialist, Senior - Public Health
It was moved by Kvasager and seconded by Bredemeier to approve the eligibility register at 88.0% for the Office Specialist, Sr. position as follows:

REASSIGNMENT REGISTER
Accountant, Senior - Finance
It was moved by Bredemeier and seconded by Kvasager to approve the reassignment register at 100% for the Accountant, Senior position as follows:

Sanitation Supervisor
It was moved by Bredemeier and seconded by Nies to approve the reassignment register at 90.00% for the Sanitation Supervisor position as follows:

Blake Beckstead
John McNelis
Discussion held. Public Works Director, Todd Feland stated he discussed with employee representative, Ronald Pruett, a question by him, on years of experience requirement of six years experience for the Sanitation Supervisor. Mr. Pruett stated that Sanitation employees are questioning if some of the applicants met the years of experience requirement of six years. He stated there were questions on three of the candidates qualifications.
Mr. Hovland stated he screened the applications of the candidates and found them all qualified. According to the City of Grand Forks job description for the position of Sanitation Supervisor any combination of education and experience is qualifying.

Commissioner MacGregor asked if the experience was limited to City of Grand Forks service only. Mr. Hovland presented that it is not. The only job descriptions containing a limit to City of Grand Forks service is the GF Fire Department at this time. The equipment operator positions in public works can have qualifying equivalent experience outside of the City of Grand Forks service unless specified in the job description.

Ms. Wilkie stated the job descriptions in the Fire Department are very specific with regard to minimum qualifications for internal and external hiring and if the Public Works Director wishes to have the job descriptions more specific to experience and qualifications, we could assist him.

HR Director Hovland stated the HR staff does not grant an interview because a person is an employee of the City of Grand Forks. The qualifications are reviewed for each applicant. Mr. Hovland stated there were a total of eight applicants for this position. As the HR Director he is comfortable with his screen of the applicant’s qualifications.

Commissioner Johnson asked Mr. Pruett if he was satisfied with the answer he has received with regard to equivalent combination of education/experience. Mr. Pruett stated one person only has half the experience and like the lead operators, there were people that were not qualified. Mr. Pruett stated the requirements were 2 years in Sanitation and the person was only there for one year and got a lead position. Everyone thought the experience had to be in the Sanitation department.  

Commissioner Johnson clarified that HR is stating equivalent combinations of qualifying experience.

Ms. Wilkie stated in support of the HR Director’s position, per City Code 06-0513, disqualification of an applicant is done by the Director of Human Resources using professional judgment. If the Sanitation employees wish to have specific experience noted within the Department, they should submit their ideas through their department head who can work with HR to change the job descriptions, then there would not be a question when reviewing an application.  

Commissioner Kvasager stated we have to design a system where there is less suspect, because the perception is that every position we fill, an employee says the job was awarded by preference, not by skill or seniority, etc. Mr. Pruett agreed.

Further discussion held. Mr. Feland stated he would document the experience of the applicant as well as review the job descriptions. All approve, motion carried.
Street Maintenance Supervisor
It was moved by Kvasager and seconded by Johnson to approve the reassignment register at 91.00% as follows:

CONSIDERATION BY COMMISSION FOR ELIGIBILITY OF
NON-CLASSIFIED EMPLOYEE
LeRoy Bergquist
It was moved by Kvasager and seconded by Bredemeier to approve LeRoy Bergquist’s request per 6-0513, to apply as an internal candidate for the HR Generalist position when it is advertised. Discussion held. All approve, motion carried.
WAIVER OF PROBATION FOR REASSIGNMENT REQUEST
Theresa Knox
It was moved by Johnson and seconded by Kvasager to approve the waiver of probation for Ms. Knox per 6-0521(6), to allow her to apply for reassignment. All approve, motion carried.
PUBLIC HEALTH TEAM LEADER
Selection Criteria
It was moved by Kvasager and seconded by Bredemeier to accept applications for reassignment from current Public Health classified and non-classified employees.  All approve, motion carried.
RETIREMENT PARTY FOR COMMISSIONER KVASAGER
Those in attendance were invited to remain for the retirement party for Commissioner Kvasager who is retiring from the Civil Service Commission having served the Commission and City of Grand Forks for 24 years.
ADJOURNMENT
It was moved by Bredemeier and seconded by Kvasager to adjourn the February 9, 2006 regular meeting. All approve, motion carried. The meeting was adjourned at 4:26PM.
