Meeting Minutes
March 14, 2006

City Hall

Motion: to approve the minutes of the February 7, 2006 meeting as presented. (Sickels, Leach)
Motion carries.

Chair Report – Marsha Gunderson
  Army Corps of Engineers Annual Report – Gunderson read excerpts from the report, which details the actions of the COE on the Grand Forks/East Grand Forks Flood Protection Project. A copy of the report is attached.
  Commission Membership – Gunderson reported that there will be a change in the residency status of one of the Commissioners. The Mayor will decide how he wants to handle it.

Coordinator Report – Peg O’Leary
  Downtown District Presentation – O’Leary gave a PowerPoint presentation on the Downtown Grand Forks Historic District to the Grand Forks Kiwanis Club on Monday, Feb. 20, 2006.
  Riverside Nomination RFP – Steve Martens has accepted the project; contracts are being reviewed by the City Attorney’s office.
  FY06 CLG Budget – The SHSND asked for information on comparable positions (to the HPC Coordinator position) in city government and for a copy of the city benefits policy; these have been provided. No word on the allocation as of yet.
  GF County Fairgrounds – Beautification funds are being held pending the disposition of the Memorial on the corner in Memorial Park (3rd St. and 1st Ave. N.). Building of the Elite Brownstones will require the removal of the Memorial and funding for that will probably have to come from Beautification.
  Library Additions – Several monographs have been added to the HPC library. The titles are attached.
  Granitoid Street Repair – O’Leary participated in a conference call with the SHSND (Merl Paaverud, Fern Swenson, Walt Bailey, Susan Quinnell, and Mary Kate Ryan) regarding the city’s request to resurface Granitoid in the Riverside and Central Park areas. The call focused on whether partial delisting of Granitoid is possible, on the logistics of delisting, and on what would be expected from the city in return for a partial delisting.

Other Business
  Slater announced that Special Collections has purchased a book on the history of Lustron Houses.
  Ottum noted that Gunderson and Slater had been the subjects of an article on genealogy in Red River Valley Women Today, a local news magazine.
  Gunderson read a report of the ND Attorney General’s opinion that NDSU was not acting outside the law in tearing down the ‘Poor House’ without prior approval from the State Historical Society, in part because the State Board of Higher Education had approved the demolition.
  Gunderson noted that an Artisan Bakery is setting up shop on N. 3rd St. and should be open by May 1, 2006.
  Slater asked when the state CLG meeting would be. O’Leary will find out.
