Meeting Minutes
August 8, 2006

City Hall

Motion: to approve the minutes of the July 11, 2006 meeting as presented. (Paul, Jelliff)

Red River Valley Community Action Agency – Kevin Severson
1001 N. 20th Street (built 1936) – The homeowner has applied for a loan to build an addition on the south side of the house, facing the alley. New construction, on the entry, is not part of this project. Commissioners questioned the details of the project, including materials, but mainly focusing on the roofline plans. The homeowner was not available to consult and it was decided that there was insufficient information to decide the issue. No action was taken.
515 Chestnut Street (built 1900) – This house is located in and contributes to the Near Southside Historic District. It is a duplex at this time. Homeowners request a loan to build an addition on the north side of the house. Existing foundation and steel siding would be matched. Windows would also be matched as closely as possible. Discussion largely centered on how the roofline would tie into the existing house. Plans call for a shed roof, which some commissioners felt was less than ideal. Ellingson, the homeowner, pointed out that a hip or gable roof would interfere with the second story window. Sickels suggested the “return detail” be recreated and the soffit and fascia be matched in width and size to the original house. The commission felt that with those requirements, the design elements of the house largely would be kept intact.
Motion: to concur with a determination of no adverse effect if the soffit and fascia requirements, as stipulated herein, are met. (Jelliff/Sickels)

Office of Urban Development – Curt Siewert
701 4th Ave. S. – Habitat for Humanity proposes new construction for this corner lot. The lot is a consolidation of four small lots and is in the Near Southside Historic District. Pre-existing homes were demolished following the 1997 flood. Habitat is proposing a single-family home as the best fit for the lot; commissioners agreed. The style would be “folk Victorian,” consisting of two stories with a hipped roof porch in front. A more detailed plan and materials list would be coming to the commission at the next meeting. Commissioners felt that the project was well thought out and would hopefully inspire pride of ownership among others in the area. It was noted that a setback variance should be obtained to match the current streetscape. No action was taken.
5444 6th Ave. N. – Prairie Harvest proposes new construction to provide a larger, safer environment for their teenage foster care facility. The location is amid other new construction; streetscape pictures show other newer buildings, mostly duplexes.
Motion: to concur with a determination of no historic properties affected. (Jelliff, Iseminger)

Chair Report – Marsha Gunderson
Donated Labor Reports – Members adjusted and signed the forms stipulating time donated to the Historic Preservation Commission.
Harold Pollman – A letter from Harold Pollman, commending the State Historical Society and noting a $100 donation, was read into the record.
Riverside Nomination – The process is continuing.
CLG Regrant – The process is underway and a number of packets have been requested.
FY05 Travel Money ($2,517.53) – This travel funding must be spent by September. The State has authorized reallocating it for bricks and mortar. The former Dakota TV and Appliance building (Jacks Building, 224 N. 4th St.) is in urgent need of repair due to a vehicular accident. It was suggested that this travel money could be used to help. Commissioners questioned whether other legal remedies had been fully pursued. Commissioners were also concerned about bypassing the regranting process that others were asked to follow, and suggested that the owner could follow that process.
Motion: to transfer $2,517.53 from the FY05 CLG Budget Line Item Travel to the FY06 Regrant for Historic Buildings. (Sickels, Iseminger)

Membership
- Commissioner Melinda Leach is on sabbatical for the fall semester and will not be at the HPC meetings.
- Sympathy was extended to Commissioner Sandy Slater, whose father has passed away.
