Grand Forks Civil Service Commission
November 9, 2006
Chairperson MacGregor called the Grand Forks Civil Service Commission to order at 3:30PM. Commissioners Burlog and Nies present. Commissioners Johnson and Bredemeier absent.
APPROVAL OF MINUTES
It was moved by Burlog and seconded by Nies to approve the October 12, 2006 regular minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS
None.
CONSIDERATION BY COMMISSION FOR
ELIGIBILITY OF NON-CLASSIFIED EMPLOYEE PER 6-0513
Timothy Midboe
Water Utility Superintendent, Hazel Sletten presented background to the Commission regarding the succession planning needs of Water Treatment and the qualifications of Mr. Midboe to be allowed to compete as an internal candidate for the Water Plant Operator position. Discussion held.

It was moved by Nies and seconded by Burlog to allow Mr. Midboe to compete as an internal candidate for the Water Plant Operator position. All approve, motion carried.
ELIGIBILITY REGISTER
Office Specialist – Urban Development
It was moved by Nies and seconded by Burlog to establish the eligibility register at 82.00% as follows:

      Lindsey Swenson
      Pamela Evenson
      Fern Johnson
      Cheryl Zimniak
      Kelly Kovar
All approve, motion carried.







Office Specialist, Senior – Urban Development
It was moved by Nies and seconded by Burlog to establish the eligibility register at 89.00% as follows:

All approve, motion carried.
 DELIBERATION HEARING SCHEDULE
Donna Stumphf Appeal of Disciplinary Action
It was moved by Nies and seconded by Burlog to reschedule the Deliberation Hearing in this matter from Thursday, November 30, 2006 at 1:00PM to: Thursday, November 30, 2006 at 11:00AM, in City Hall, Council Chambers. Discussion held regarding a request from Attorney Gaustad to reschedule the meeting to an earlier time based on his availability. All approve, motion carried.

Chairperson MacGregor congratulated HR Director Hovland on his successful completion of the International Personnel Management Association (IPMA) Professional Certification.
