MINUTES
Grand Forks Civil Service Commission
May 14, 2009

Chairman Bredemeier called the Grand Forks Civil Service Commission meeting to order at approximately 3:30PM in the City Hall, Council Chambers. Commissioners, Johnson, MacGregor, Nies, and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Nies to approve the April 9, 2009 regular meeting minutes.
All approved, motion carried.
It was moved by Commissioner Nies and seconded by Commissioner MacGregor to approve the April 30, 2009 special meeting minutes.
All approved, motion carried.
CHANGES/ADDITIONS TO AGENDA
HR Director Hovland stated that there would be an informational item regarding the O’Toole hearing, that should be placed at the end of the agenda.
It was moved by Commissioner MacGregor and seconded by Commissioner Vanyo to approve the additional item to the agenda.
All approved, motion carried.
ELIGIBILITY REGISTERS

Firefighter
Director Hovland stated that there is a natural cutoff at 71.349% that would put ten individuals on the register and Chief O’Neill agreed. Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Nies to establish the cutoff for the Firefighter Eligibility Register at 71.349%.
All approved, motion carried.

Police Officer
Director Hovland stated that the Lt. Ferguson is here to answer questions and the cutoff would be recommended at the break below 72.170, which would put 17 on the register. Discussion was held.  It was moved by Commissioner Nies and it was seconded by Commissioner Vanyo to establish the cutoff for the Police Officer Eligibility Register at 72.170%.
All approved, motion carried.

Commissioner MacGregor asked for informational purposes how often does a candidate get a 100% on the test as did one of the candidates on this register?   Lt. Ferguson stated that this candidate did not take the test, but was scored on the matrix used for current Police officers.  The candidate is a current Fargo police officer.

REASSIGNMENT REGISTERS

Bus Operator
Director Hovland stated that this is the register where the applicant pool was the part time driver list.  Mr. Hovland stated, in speaking with Director Feland there is a break after the first two applicants.  Mr. Hovland recommended that 92.000 be the cutoff.  Commissioner Bredemeier asked Mr. Feland if that gives the department all they need?  Mr. Feland answered yes, there is currently one opening and the department anticipates another at the end of the month.  Mr. Feland stated I prefer to reinterview if there is another vacancy.  Discussion was held.  It was moved by Commissioner MacGregor and it was seconded by Commissioner Johnson to establish the cutoff for the Bus Operator Reassignment Register at 92.000%.
All approved, motion carried.

Finance & Administrative Services Director
Director Hovland stated that this the Selection Criteria item that was brought forward at the May Special Commission meeting.  The interview was conducted by HR Director Hovland, City Administrator Duquette, and Urban Development Director Hoover.  It is recommended that the Commission establish the register at one. It was moved by Commissioner Johnson and it was seconded by Commissioner Vanyo to establish the cutoff for the Finance & Administrative Services Director Reassignment Register at one candidate.
All approved, motion carried.

Commissioner Nies asked Public Health Director Shields how bad a mosquito season is it going to be?  Director Shields stated that the flooding would not have an effect on the mosquito season because it has been a cool spring.  The mosquito larva has not had an opportunity to hatch.  The largest impact will be from the June precipitation, so as of now we are looking at a fairly normal mosquito season.  Mr. Shields stated that when the night time temperatures can stay above 48 degrees, then the mosquitos start hatching.  The mosquito control will be out larvaciding where the water is contained so there won’t be a problem with runoff of the chemicals.

Informational Item
Packets are being passed out for the hearing on the appeal which is on Monday at 10:00 AM in the Council Chamber.  In speaking with the Commission’s attorney, Mr. Fischer, these are the documents that are the basis for the appeal.  There may be a couple more documents that could be introduced as evidence.  Commissioner MacGregor asked if there would be documents not in the packet that would be introduced.  Mr. Hovland stated that one would be Judge Clapps order.

It was moved by Commissioner MacGregor and seconded by Commissioner Vanyo to adjourn the May 14, 2009 regular meeting. The meeting was adjourned at approximately 3:44PM.
