MINUTES
Grand Forks Civil Service Commission
July 16, 2009 (Rescheduled)

Chairman Bredemeier called the Grand Forks Civil Service Commission meeting to order at approximately 3:30PM in the City Hall, Council Chambers. Commissioners, MacGregor, Nies, and Vanyo were present.
APPROVAL OF MINUTES
It was moved by Commissioner Vanyo and seconded by Commissioner MacGregor to approve the June 11, 2009 regular meeting minutes.
All approved, motion carried.
REASSIGNMENT REGISTERS

Police Lieutenant
Mr. Bergquist stated that there were five candidates and Lt. Remer is available to answer any questions.  Lt. Remer stated that all five should be placed on the Register. Discussion was held.  It was moved by Commissioner Nies and it was seconded by Commissioner MacGregor to establish the cutoff for the Police Lieutenant Reassignment Register at 74.180%.
All approved, motion carried.

Extend Probationary Period
Mr. Bergquist stated that the City Engineer has requested an extension of the probationary period for Jeff Payne.  The department would like additional time to evaluate and observe his work.  Commissioner Vanyo asked if this happens every once in a while.  Mr. Bergquist stated that yes this has occasionally happened when the department would like to correct an issue and give the employee an additional three months to be observed.  Commissioner MacGregor said that this (referring to the memo from City Engineer Allen Grasser) is pretty vague.  Mr. Bergquist stated that he didn’t know what was being reviewed and that both Mr. Grasser and the first line supervisor Jane Williams are both gone today.  Commissioner MacGregor asked what position the employee holds.  Mr. Bergquist stated his title is Electrical Technician.  Commissioner MacGregor voiced his concern over the lack of information upon which to make the decision about extending the probationary period.  It was moved by Commissioner Nies and it was seconded by Commissioner MacGregor to approve the extension of the probationary period.
All approved, motion carried.
 
ADJOURNMENT
It was moved by Commissioner Vanyo and seconded by Commissioner Nies to adjourn the July 16, 2009 regular meeting. The meeting was adjourned at approximately 3:40PM.
