Grand Forks Civil Service Commission
June 14, 2007
Chairperson Bredemeier called the Grand Forks Civil Service Commission to order at approximately 3:35PM in City Hall, Council Chambers. Commissioners Bredemeier, MacGregor, Burlog, Nies and Johnson present. None absent.
APPROVAL OF MINUTES
It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to approve the May 10, 2007 regular meeting minutes as presented. All approve, motion carried.
CHANGES/ADDITIONS
1) Request for agenda item of Request of non-classified (seasonal) to apply for reassignment to Bus Operator to be moved ahead of the written examination cut-off for Bus Operator.

It was moved by Commissioner Nies and seconded by Johnson to approve the change to the agenda. All approve, motion carried.
REASSIGNMENT REGISTER
Transportation Superintendent
It was moved by MacGregor and seconded by Burlog to establish the reassignment register for Transportation Superintendent at 85.00% as follows:
Carol Gierszewski
Dale Bergman
Joseph Schmidt

Commissioner MacGregor stated for the record that all three candidates were very good and Mr. Feland is lucky to have three people of that quality to choose from making those decisions difficult. Commissioner Bredemeier agreed. All approve, motion carried.
Equipment Operator (Public Works)
It was moved by Burlog and seconded by Nies to establish the reassignment register for Equipment Operator at 69.944% as follows:
Michael Elwood
All approve, motion carried.



REQUEST FOR NON-CLASSIFIED SEASONAL EMPLOYEES
TO APPLY AS INTERNAL CANDIDATES
Bus Operator
HR Director, Daryl Hovland and PW Director, Todd Feland reviewed the applications/resumes of five (5) current seasonal employees who requested consideration by the Commission to apply as internal candidates for the Bus Operator internal reassignment.

Mr. Feland presented to the Commission these individuals are current bus operators who work on a call-in basis for Public Transportation. He stated this situation is unique to Public Transportation as these seasonal drivers serve on a call-in or fill-in basis and their employment agreements are renewed on an annual basis. Typically Public Works past practice has been not to allow seasonal 950 hour equipment operators to apply as internal candidates. Mr. Feland recommends approval of these candidates based on their call-in or fill-in status.
 
Commissioner Bredemeier asked if other seasonal positions serve on a fill-in or call-in basis throughout the year. Mr. Feland stated no, for the most part their employment is for a specific duration ie. summer or winter season up to 950 hours. Discussion held. Commissioner MacGregor and Commissioner Bredemeier requested Mr. Hovland review and provide recommendations regarding call-in or fill-in wording in the Civil Service Code.

It was moved by MacGregor and seconded by Burlog to allow the current seasonal individuals, David Bergum, Michael Brune, Tina Fontaine, John O’Donnell and David Voorhees to apply as internal candidates for the Bus Operator position. All approve, motion carried.
WRITTEN EXAMINATION CUT-OFF
Bus Operator (Reassignment)
It was moved by Nies and seconded by MacGregor to establish the written examination score for Bus Operator at 81.250% thereby allowing four (4) applicants to be interviewed. Discussion held. All approve, motion carried.

Equipment Operator – Public Works (Eligibility)
It was moved by MacGregor and seconded by Johnson to establish the written examination score for Equipment Operator at 70.00% thereby allowing eighteen (18) applicants to be interviewed. Discussion held. All approve, motion carried.


REEMPLOYMENT REGISTER REQUEST
Firefighter, Senior Michael Andrews
It was moved by Nies and seconded by MacGregor to approve Michael Andrews for placement on the reemployment register for Firefighter, Senior. All approve, motion carried.
EXTENSION OF PROBATION
Office Specialist, Senior
Pamela Evenson
It was moved by Burlog and seconded by Nies to approve the request to extend Pamela Evenson’s probationary period for three months to August 27, 2007 per City Code 6-0521(4). Discussion held regarding performance expectations and communication to the employee. All approve, motion carried.
INFORMATION ITEM
Reappointment of Commissioners MacGregor and Nies
Mr. Hovland presented that the Mayor has reappointed Commissioner MacGregor and Commissioner Nies to the Grand Forks Civil Service Commission for three year terms to 2010. This reappointment was approved by City Council on June 4, 2007.
ADJOURNMENT
It was moved by Burlog and seconded by Nies to adjourn the June 14, 2007 regular meeting. All approve, motion carried. The meeting was adjourned at approximately 3:57PM.
