MINUTES
Grand Forks Civil Service Commission
January 10, 2008

Chairperson Bredemeier called the Grand Forks Civil Service Commission to order at approximately 3:30PM in City Hall, Council Chambers. Commissioners, Bredemeier, Burlog, Johnson, MacGregor, and Nies were present.
APPROVAL OF MINUTES
It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to approve the December 13, 2007 regular meeting minutes.
All approved, motion carried.
Election of Officers
CHAIRPERSON – CIVIL SERVICE COMMISSION
Nominations were called for by the Chairperson for the position of Chairperson. It was moved by Commissioner MacGregor and seconded by Commissioner Burlog to nominate Commissioner Johnson as Chairperson. Chairperson Bredemeier called for further nominations. Nominations ceased. Commissioners cast a unanimous ballot for Commissioner Johnson as Chairperson for the ensuing term.
All approve, motion carried.

VICE-CHAIRPERSON – CIVIL SERVICE COMMISSION
It was moved by Commissioner MacGregor and seconded by Commissioner Johnson to nominate Commissioner Burlog as Vice Chairperson of the Civil Service Commission. Chairperson Bredemeier called for further nominations. Nominations ceased. Commissioners cast a unanimous ballot for Commissioner Burlog as Vice-Chairperson for the ensuing term.
All approve, motion carried.

Commissioner Johnson chaired the meeting from this point forward.

HR Director Daryl Hovland requested the first item be to suspend the Agenda and handle all the Health Department items next as Public Health Director Shields needed to be at a Board of Health meeting at 4:15.  Mr. Hovland stated that there are several Health items on the Agenda.



CHANGES/ADDITIONS
Consideration to approve additions to Reemployment Register.
Rachel Salwei – Public Health Nurse
Lindsey Swenson – Office Specialist, Sr.
Delete Wastewater Treatment Plant Operator (Test Cutoff) from Agenda.
Eligibility of Non-Classified Employees

HR Director stated that as in the past when a position has gone more three years as a project grant contracted position, we look at bringing it into the Classified system.  There are three positions that qualify as such and were put into the 2008 Salary Plan, which was passed by the City Council on December 17, 2007. HR Director Hovland along with Public Health Director Shields recommended that these three individuals be allowed to apply as internal candidates.  They are the incumbents.  It was moved by Commissioner Nies and seconded by Commissioner Burlog.
All approved, motion carried.
 
REASSIGNMENT REGISTERS

Mosquito Control Field Assistant, Lead
Discussion was held.  It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to establish the Reassignment Register for Mosquito Control Field Assistant as follows:

Regional Emergency Response Coordinator
Discussion was held.  It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to establish the Reassignment Register for Regional Emergency Response Coordinator as follows:

Regional Environmental Health Specialist, Sr.
It was moved by Commissioner Bredemeier and seconded by Commissioner MacGregor to establish the Reassignment Register for Regional Environmental Health Specialist, Sr. as follows:

Reemployment Register
Public Health Nurse – Rachel Salwei
It was moved by Commissioner MacGregor and seconded by Commissioner Nies to approve the request of Rachel Salwei to be placed on the Reemployment Register for a period of one year as recommended by the Public Health Director and the Mayor.
All approved, motion carried.

Public Health Director Shields thanked the Commission for taking the Public Health Departments items out of order.

HR Director Hovland started back on the Agenda where the Commission had left off.


ELIGIBILITY REGISTER

It was moved by Commissioner Burlog and seconded by Commissioner MacGregor to establish the Eligibility Register for Civil Engineer at 82.00% as follows:

It was moved by Commissioner MacGregor and seconded by Commissioner Nies to establish the Eligibility Register for Civil Engineer, Sr. at 86.00% as follows:

Water Service Worker
Discussion held.  It was moved by Bredemeier and seconded by Burlog to establish the Eligibility Register for Water Service Worker at 63.462% as follows:

Wastewater/Stormwater Service Worker
It was moved by Nies and seconded by MacGregor to establish the Eligibility Register for Wastewater/Stormwater Service Worker at 72.384% as follows:

HR Director Hovland stated that as with past precedence this project grant employee has worked in the lab close to four years and Wastewater Treatment Plant Superintendent Tucker stated that she is certified with the State of North Dakota.  It was moved by Commissioner Bredemeier and seconded by Commissioner Nies to approve the request to approve the eligibility.

Discussion was held.  It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to establish the Reassignment Register for Water Plant Operator, Lead at 91.00% as follows:

Discussion was held.  It was moved by Commissioner Nies and seconded by Commissioner Bredemeier to establish the Reassignment Register for Environmental Specialist at 85.00% as follows:

REEMPLOYMENT REGISTER

Firefighter – Jeffrey Brubakken
It was moved by Commissioner MacGregor and seconded by Commissioner Bredemeier to approve the request of Jeffrey Brubakken to be placed on the Reemployment Register for one year as recommended by the Fire Chief and the Mayor.
All approved, motion carried.

Office Specialist, Sr. at UD – Lindsey Swenson
It was moved by Commissioner Bredemeier and seconded by Commissioner MacGregor to approve the request of Lindsey Swenson to be placed on the Reemployment Register for one year as recommended by the Urban Development Director and the Mayor.
All approved, motion carried.

HR Director Hovland passed out the 2008 Salary Plan and stated that their questions would be answered at the next meeting.

It was moved by Commissioner Bredemeier and seconded by Commissioner Burlog to adjourn the January 10, 2008 regular meeting. The meeting was adjourned at approximately 3:55PM.
