Motion: to approve the minutes of the July 13, 2010, meeting. (Bures, Kloster)

Red River Valley Community Action – Kevin Severson
518 Cottonwood Street, built 1898 – The house is not listed on the National Register of Historic Places and is not in a historic district. The house was surveyed in 1989, at which time the surveyor noted the nearly original and well-preserved condition but said it had no Historic Register value. The proposal is to use a federally subsidized loan to replace the roof, paint the exterior, install a new metal hand rail at the front entrance, and replace the front and rear entry doors and the front storm door.
Motion: to concur with a determination of no historic properties affected from the work described at 518 Cottonwood Street. (Sickels, Lien)

1810 11th Avenue North, built 1955 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized loan to install nine vinyl window replacements in main-floor existing openings, install five vinyl basement slider units in existing openings, replace front and real entry doors with pre-hung steel doors, install a new metal hand rail, replace existing steel siding with new steel siding, and replace soffit and fascia as needed.
Motion: to concur with a determination of no historic properties affected from the work described at 1810 11th Avenue North. (Flemmer, Kloster)

915 North 5th Street, built 1924 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized loan to install new vinyl double-hung windows in existing openings, install a new pre-hung steel front door, install metal fascia and soffits and wrap all window and door trim in metal.
Motion: to concur with a determination of no historic properties affected from the work described at 915 North 5th Street. (Bures, Slater)

2001 5th Avenue North, built 1945 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized loan to install new vinyl single-hung window in existing openings, and install a basement egress vinyl window.
Motion: to concur with a determination of no historic properties affected from the work described at 2001 5th Avenue North. (Slater, Lien)

1021 South 18th Street, built 1955 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized loan to install eleven vinyl replacement windows in existing openings, and complete various interior work.

Red River Valley Community Action – Mike Sullivan
2017 12th Avenue North, built 1948 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized grant to insulate the attic and interior basement perimeter, install a new steel door on the north entry, and install two new vinyl window units in existing openings on the east side of the house.
Motion: to concur with a determination of no historic properties affected from the work described at 2017 12th Avenue North. (Sickels, Bures)

1520 South 10th Street, built 1956 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized grant to insulate the attic and basement, replace the front and rear doors with steel insulated doors, and install three vinyl replacement windows. Sullivan said the weatherization program requires them to replace wood doors with insulated doors. Members commented that the existing front door and its storm door are integral to the mid-century modern design of the home. Sullivan was urged to seek a compatible replacement door and to encourage the owners not to dispose of the existing doors.

1716 Dyke Avenue, built 1920 – The house is not listed on the National Register of Historic Places and is not in a historic district. The proposal is to use a federally subsidized grant to insulate the attic and walls, install exterior foundation insulation panels, and install a steel door on the east side entrance.
Motion: to concur with a determination of no historic properties affected from the work described at 1716 Dyke Avenue. (Lien, Sickels)

Chair Report – Marsha Gunderson
Historic District Infill – Flemmer reported on the meeting to review plans for the lot at the corner of North 3rd Street and Alpha Avenue. The infill committee unanimously approved
a design that will fit well in the neighborhood and that must still be approved by Council.


Coordinator Report – Peg O’Leary
Grand Forks Energy Alliance MOA – O’Leary distributed a draft of an MOA to the Programmatic Agreement among the US DOE, the ND DOE, and the ND SHPO regarding the procedures for disbursement of federal funds from the US DOE. The MOA basically says that all GF projects will be submitted to the GF HPC for initial review and forwarded to the ND SHPO for action.
Certified Local Government State Conference – O’Leary outlined program possibilities she has discussed with Lisa Steckler, state CLG coordinator. Staff from the state will lead off the day with program updates and other information. Commissioners want to follow with a session on sustainability, a session about the NAPC Conference, a session about the statewide WPA survey, and a mini-session about the UND Historic District followed by a tour of campus. O’Leary will try to book the River Valley Room in the Union for the morning meetings and the East Asian room in the Chester Fritz Library for lunch.
B’nai Israel Synagogue and Montefiori Cemetery Nomination – The SHPO has supplied comments on the third draft and there is a good bit of work left to do.
The Kegs Nomination – The contractor has been to Grand Forks to discuss details of the nomination, to meet the owners and conduct local research.
WPA Stonework in Memorial Park and Calvary Cemeteries – The Stonework was listed on the National Register of Historic Places on July 6, 2010.
NAPC Conference – O’Leary will report on the conference at the state CLG conference in September.
Central High School Expansion Project – Nothing has been submitted to HPC but the School Board has voted to go forward with expansion.
Wood Block Paving – O’Leary distributed a copy of a letter to Cottonwood Community Church, which describes the significance of the wood paving. She has visited with them and they are interested in maintaining the paving if it can be done for a reasonable amount of money. She will continue to research avenues to help them with this project.
Plaque Stands – O’Leary has been researching methods for refinishing the rusted steel plaque stands. The most promising seems to be a company in Grafton that uses a brush blasting technique. Six stands need to be refinished.
Motion: to authorize the Chair to commit up to $1,200 for plaque refinishing if necessary prior to the September HPC meeting. (Slater, Flemmer)

Other Business
28 Conklin Avenue – Bures said the granddaughter of the original owner/builder of the house had been in town and toured the home.
