Minutes of the Grand Forks City Council/Finance-Development
Standby Committee Wednesday, November 21, 2007 - 12:00 Noon___

The Finance/Development Standby Committee met on Wednesday, November 21, 2007 at 12:00 noon in Room 101 in City Hall with Member Glassheim presiding. Present at roll call: Brooks, Glassheim.

Also present were John Schmisek, Meredith Richards.

1. Matter of Lustrom Home.
There was a brief discussion with Meredith Richards, Urban Development, reviewing the project, that in June of 2006 the council approved finishing the Lustrom as a betterment project and that NDSU came to the City wanting to reassemble it as service learning project for their construction management students, they went into it with the best of intentions but rather than being a senior project it was a group of students not knowing what to do, students have about two-thirds to half of it done but NDSU has quit the project and they feel they have let us down and have been very apologetic; they have not asked for any money and won't receive any money. She stated they did bid out the foundation work and Tony Anderson Construction was the successful bidder; that Tony Anderson Const. is familiar with the project and is willing for approx. $38,000 to go in and finish it, and if weather holds and we get this approved, will have the project finished this year. She noted that with terms of a change order it is a different scope of work and almost double the original contract amount and if did go out and competitively bid it, not sure where to start. It was noted that they are subtracting the amount of $21,000 that was to go to NDSU. She stated they were asking for approval of the change order and a budget increase of $17,000 and the $17,000 includes a contingency and maybe less than that. The building is located at the Myra Museum property and they are trying to incorporate this into one of their programs.

It was moved by Brooks and Glassheim to recommend approval of a change order and a $17,000 increase to the project budget. Motion carried.

Council Members Glassheim ands Brooks formally requested that a special city council meeting be held on Monday, November 26, 2007 at 5:30 p.m. to consider this item.

The meeting adjourned at 12:15 p.m.
