MINUTES/COMMITTEE OF THE WHOLE
August 3, 1993 - 7:00 p.m. - Civic Auditorium

Mayor Polovitz called the meeting relative to budget/budgeting process to order. Present at roll call were Beach, Hoeppner, Kulas, Glassheim, Carpenter, Lien, Shores, Geller, Johnson, Hagness - 10; absent: McCabe, Hanson - 2.

Mayor Polovitz opened the meeting to comments, questions, etc.

Beyer and Crawford reported present.

The following recommendations were made for the mayor's consideration:

1) Glassheim and Carpenter moved that the committee recommend that the mayor look at putting 20% of the forecasted revenues from sales tax into the Growth Fund.

Kulas moved that we not take any one action until we have heard all items, motion seconded by Beach. Motion carried.

2) Carpenter moved that we budget for 1994 anticipated collections for 1993, $4.8 million. Motion seconded by Geller.

3) Glassheim moved that we recommend to the mayor that we look at 10% increase in those fees that can reasonably be raised; seconded by Carpenter.

4) Shores moved that we put committee together, including personnel officer and city attorney to study issue to see if we can't find way to improve personnel system, by budgeting restricted amount for reclassifications. Kulas seconded the motion.

5) Glassheim and Crawford moved to put moratorium on reclassification while studying the matter.

6) Beyer and Crawford moved to study and to increase police department personnel.

7) Beach and Glassheim moved to increase employee incentive re. suggestions, etc. from $200 to $2,000.

Those items were then discussed and vote taken on the motions.

1) Motion re. 20% of sales taxes to Growth Fund: Roll call: Voting in favor of motion: Carpenter, Lien, Beyer, Geller, Hoeppner, Glassheim, Crawford - 7; voting against motion: Shores, Johnson, Hagness, Beach, Kulas - 5. Motion carried.

2) Motion re. $4.8 million est. budget: Kulas amended motion that 10% of budgeted amount be budgeted into excess sales tax fund; Beyer seconded. Upon roll call the following voted in

favor: Lien, Beyer, Shores, Johnson, Beach, Hoeppner, Kulas, Glassheim - 8; voting against motion: Carpenter, Geller, Hagness, Crawford - 4. Motion carried. Upon call for the question, as amended, 11 votes affirmative; Hagness voted no.

3) Motion to increase fees by 10%: Shores and Hoeppner moved amendment that we review all fees with the possibility of increasing. Motion carried. Motion, as amended, carried.

4) Motion to form committee to do study to improve reclassifications system: Carried 12 votes affirmative.

5) Motion to place moratorium on reclassification: Glassheim moved that we recommend to the Civil Service Commission that they place moratorium on reclassifications until study done. After discussion Glassheim withdrew his motion.

6) Motion to increase number of police officers: After some discussion Beyer and Crawford withdrew motion.

7) Motion to increase incentive for employee suggestions, etc.: Motion carried.

Moved by Hoeppner and Lien to adjourn. Motion carried. (Meeting adjourned at 9:10 p.m.)
