PROCEEDINGS OF THE CITY COUNCIL

The city council of the city of Grand Forks, North Dakota met in its adjourned session in the council chambers in City Hall on Tuesday, June 28, 1994 at the hour of 7:30 o'clock p.m. with Mayor Polovitz presiding. Present at roll call were Council Members Beach, McCabe, Hoeppner, Kulas, Hanson, Glassheim, Carpenter, Lien, Beyer, Shores, Geller, Johnson, Hagness - 13; absent: Council Member Crawford - 1.

RECOGNITION OF RETIRING COUNCIL MEMBERS

Mayor Polovitz expressed appreciation on behalf of the council and of the people of the city to the retiring council members for their public service to the city: Arden Shores for 14 years of service as Ward 6 councilperson, April 1980 to June, 1994; H.J. Lien for 12 years of service, April 1982 to June, 1994; Ludwik Kulas for 24 years of service as Ward 2 councilperson, April 1970 to June 1994; and Gwen Crawford for 9 years of service as Ward 4 council-person, April 1985 to June, 1994.

Mayor Polovitz presented keys to the city and plaques to the retiring council members.

ADJOURN SINE DIE

It was moved by Council Member Hoeppner and seconded by Council Member Beyer that we do now adjourn sine die. Carried 13 votes affirmative.

The city council of the city of Grand Forks, North Dakota met in its organizational session in the council chambers in the City Hall on Tuesday, June 28, 1994 at the hour of 7:30 o'clock in the evening with Mayor Polovitz presiding.

ADMINISTER OATHS OF OFFICE TO COUNCIL
MEMBERS

Municipal Judge Lloyd Noack administered oaths of office to newly elected members of the city council for four-year terms expiring in June, 1998: David E. Beach, first ward; Gerald F. Hamerlik, second ward; Eliot Glassheim, third ward; Ann Sande, fourth ward; Robert Klave, fifth ward; LaVerne Marion Babinchak, sixth ward; and Thomas M. Hagness, seventh ward.

Present at roll call were: Council Members Beach, McCabe, Hoeppner, Hamerlik, Hanson, Glassheim, Carpenter, Sande, Klave, Beyer, Babinchak, Geller, Johnson, Hagness - 14.

Mayor Polovitz announced that the city council would now proceed to organize.

ELECT PRESIDENT OF THE CITY COUNCIL

Council Member Glassheim nominated Council Member Hagness for president of the council; Council Member McCabe seconded the nomination. It was moved by Council Member Carpenter and seconded by Council Member Beach that nominations cease and that a unanimous ballot be cast for Council Member Hagness as president of the city council. Carried 13 votes affirmative.

ELECT VICE PRESIDENT OF THE CITY COUNCIL

Council Member McCabe nominated Council Member Glassheim for vice president of the council; Council Member Hoeppner seconded the nomination. It was moved by Council Member Carpenter and seconded by Council Member Geller that nominations cease and that a unanimous ballot be cast for Council Member Glassheim as vice president of the city council. Carried 13 votes affirmative.

APPROVE APPOINTMENTS TO BOARD OF HEALTH

Mayor Polovitz announced the appointments to the Board of Health for one-year terms: Council Members Hoeppner, president; and Council Members Johnson, Geller and Hanson; Keith Berger, vice president; Ken Vein, city engineer, and Dr. James Brosseau.

It was moved by Council Member Beach and seconded by Council Member Beyer that we concur in these appointments. Carried 14 votes affirmative.

DESIGNATE STANDING COMMITTEE ASSIGNMENTS

Mayor Polovitz announced standing committee assignments:

Urban Development Committee: Council Member Beach, chairman; and Council Members Glassheim and Hanson. It was moved by Council Member Beach and seconded by Council Member Glassheim that we concur in these appointments. Carried 14 votes affirmative.

Finance Committee: Council Member Carpenter, chairman; and Council Members

Babinchak, McCabe and Geller. It was moved by Council Member Beach and seconded by Council Member Geller that we concur in these appointments. Carried 14 votes affirmative.

Public Service Committee: Council Member Hagness, chairman; and Council Members Beyer, Klave, and Hamerlik. It was moved by Council Member Hoeppner and seconded by Council Member Beyer that we concur in these appointments. Carried 14 votes affirmative.

Public Safety Committee: Council Member Hoeppner, chairman; and Council Members Johnson and Sande. It was moved by Council Member McCabe and seconded by Council Member Carpenter that we concur in these appointments. Carried 14 votes affirmative.

ADJOURN

It was moved by Council Member Beyer and seconded by Council Member Geller that we do now adjourn. Carried 14 votes affirmative.
