OF THE CITY OF GRAND FORKS, NORTH DAKOTA

The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in the City Hall on Thursday, February 13, 1997 at the hour of 12:30 p.m. with Mayor Owens presiding, pursuant to call by Mayor Owens, which was served on all members on February 4, 1997: Document No. 7202 - Notice.

Present at roll call were Council Members Beach, Ellingson, Hamerlik, Hanson, Carpenter, Sande, Klave, Beyer, Babinchak - 9; absent: Council Members Polovitz, Glassheim, Bakken - 3.

REJECT BIDS FOR CONTRACT CATEGORY 1, BID
PACKAGE 1, FOR THE EVENTS CENTER

Copies of the tabulation of bids for Bid Package 1, Contract Category 1, were presented.

The Events Center Core Committee reported having considered the matter of contract category 1 in Bid Package 1, the structural steel for The Aurora, and recommended that the City reject all bids and authorize a redesign of the roof.

It was moved by Council Member Babinchak and seconded by Council Member Beach that this recommendation be and is hereby approved.

Council Member Carpenter reported that the bids were significantly higher than anticipated, this will give City option of redesigning and keeping within budget and brings them back to their philosophy of budget as top priority, thinks this is positive step to keep on budget and still allow them to stay on their time frame.

COUNCIL MEMBERS HAGNESS AND HAFNER REPORTED
PRESENT

Council Member Carpenter reported that the estimated cost of this bid package was $6.5 million.

Upon call for the question and upon voice vote, the motion carried 11 votes affirmative.

Mayor Owens reported that at the Core Committee meeting the committee recommended award of bids for Bid Package 1, Contract Category 2 (arena lighting), to Sterner Electric, but because it was not listed on the agenda for today, it cannot be acted on at this meeting but will be considered at the council meeting on Tuesday, February 18.

APPROVE PLANS AND SPECIFICATIONS FOR BID
PACKAGE 2, AND AUTHORIZE ADVERTISEMENT FOR
BIDS

The Events Center Core Committee reported having considered the matter of plans and specifications for Bid Package 2, and recommended that the City approve the plans and specifications for Bid Package 2 and authorize staff to advertise and entertain bids and set the bid date for late March.

It was moved by Council Member Babinchak and seconded by Council Member Beach that this recommendation be and is hereby approved.

Council Member Carpenter reported that this relates to pilings for the building and most of the external infrastructure that's related, ie., parking, underground utilities (water and sewer).

Upon call for the question and upon voice vote, the motion carried 11 votes affirmative.

ADJOURN

It was moved by Council Member Hagness and seconded by Council Member Hanson that we do now adjourn. Carried 11 votes affirmative.
