MINUTES/SPECIAL COMMITTEE OF THE WHOLE
Monday, April 7, 2003 - 7:00 p.m.__________

The city council met as the Committee of the Whole on Monday, April 7, 2003 in the council chambers in City Hall with Mayor Brown presiding. Present at roll call were Council Members Brooks, Hamerlik, Glassheim (teleconference), Gershman, Christensen, Kerian, Kreun - 7; absent: none.

Mayor Brown announced that when addressing the committee to please come forward to use the microphone and to give your name and address for the record and advised that the meeting is being televised live and taped for later broadcast.

2.1 2003 Special Events Program.
Council Member Hamerlik reported that they received the Attorney General's opinion as to the legality of the request that they made and because of the timing as one of the events has transpired and others coming up and that is reason they requested the special committee of the whole meeting tonight and requesting a special city council meeting next Monday.

Council Member Brooks asked if there was any problem with approving funds for events that have taken place and expense incurred. The city auditor stated there was no problem with the fiscal side; Mr. Swanson, city attorney, stated that would not be a problem and up to council's discretion and is assuming the application was prior to the event.

Council Member Brooks asked if the committee had criteria for determining funding. Council Member Gershman reported a form was used re, number of people and impact in the community, etc. Keith Lund, Urban Development, reported the council approved the form in October; that the Special Events Committee reviewed the proposals re. attracting visitors from outside the region, how they support economic activity and expand the tax base and expend cultural recreational opportunities within the city and each of those criteria was weighed by the committee. Council Member Gershman noted those were reviewed by the Attorney General's Office and approved.

Council Member Gershman stated there will be a special council meeting next week and if any citizens have any questions this week, and opportunity to come before council next week.

It was moved by Council Member Hamerlik and seconded by Council Member Kreun that we adjourn. Carried 7 votes affirmative.
