PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
March 8, 2010

The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in City Hall on Monday, March 8, 2010 at the hour of 5:30 o’clock p.m. with Mayor Brown presiding. Present at roll call were Council Members Bjerke, McNamara, Glassheim, Gershman, Christensen, Bakken (teleconference), Kreun - 7; absent: none.

Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.

APPROVE APPOINTMENT TO EVENTS CENTER
COMMISSION

Mayor Brown announced that he had nominated Dwight Thompson of Altru Health System to the open position on the Grand Forks Events Center Commission, the position is at large and is open due to resignation prior to conclusion of term in November, 2011. He stated that Mr. Thompson has strong financial background and will benefit the Commission and the Alerus Center. He thanked all the people who expressed interest in this position and appreciates their willingness to serve and will consult with them as to their willingness to be considered for future appointments.

Council Member Gershman moved approval of the appointment of Mr. Thompson to the Events Center Commission, seconded by Council Member Kreun. Carried 7 votes affirmative.

INTRODUCE ORDINANCE AMENDING SECTION
24-0203 RELATING TO MEMBERS AND GENERAL
PROVISIONS OF GRAND FORKS EVENTS CENTER
COMMISSION

The staff report from the mayor's office relating to proposed ordinance amending Section 24-0203 relating to members and general provisions of the Grand Forks Events Center Commission, with recommendation to review the draft language as requested by council

Council Member Kreun reported the proposed ordinance as reviewed in the Task Force meeting and the recommendations drafted by the city attorney in the ordinance and moved to introduce the ordinance with one minor change as follows: on item (B) where it states "No member appointed to the commission…" be changed to read "No member at large appointed to the commission shall serve on the commission for more than two (2) consecutive three (3) year terms from and after January 1, 2010." The motion was seconded by Council Member Glassheim.

Upon call for the question and upon voice vote, the motion carried 7 votes affirmative.

Council Member Glassheim introduced an ordinance entitled "An ordinance amending Section 24-0203 of the Grand Forks City Code relating to the members of the Grand Forks Events Center Commission", which was presented, read and passed on its first reading.

It was moved by Council Member Gershman and seconded by Council Member Kreun that we adjourn. Carried 6 votes affirmative.
