PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
November 9, 2009

The city council of the city of Grand Forks, North Dakota met in special session in the council chambers in City Hall on Monday, November 9, 2009 at the hour of 5:30 o’clock p.m. with Mayor Brown presiding. Present at roll call were Council Members Bjerke, McNamara, Christensen (teleconference), Kreun - 4; absent: Council Members Glassheim, Gershman, Christensen, Bakken - 3.

Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.

HOLD PUBLIC HEARING AND APPROVE 2010 CDBG/
HOME PROGRAM FUNDING ALLOCATIONS AND 2010
ANNUAL ACTION PLAN.

The staff report from the director of urban development relating to 2010 CDBH and HOME Programs, with recommendation to approve the 2010 CDBG and HOME funding allocations and the 2010 Annual Action Plan:

Bricks & Mortar:
Grand Forks Urban Development $157,500
Shelter for Homeless, Inc. 120,500
CVIC 59,500
Mountainbrooke 9,000
Grand Forks Urban Development (Ramp) 168,000
Grand Forks Homes 31,500
Total $546,000

Public Service Projects:
Shelter for Homeless $ 30,000 LISTEN Center $ 12,500
Salvation Army 20,000 St. Vincent de Paul 10,000
GGF Senior Citizens 7,000 CVIC 20,000
CUP 10,000 LSS 12,000
CVIC 7,500 LSS _6,000
RR Children's Advocacy Center 15,000 Total $150,000

Mayor Brown opened the public hearing, there were no comments and the public hearing was closed.

It was moved by Council Member Kreun and seconded by Council Member McNamara to approve the recommendation re. the 2010 CDBG and HOME funding allocations and the 2010 Annual Action Plan.
Upon call for the question and upon voice vote, the motion carried 3 votes affirmative, Council Member Bjerke voting against the motion.

ADJOURN

It was moved by Council Member Bjerke and seconded by Council Member McNamara that we adjourn. Carried 4 votes affirmative.
