PROCEEDINGS OF THE CITY COUNCIL
OF THE CITY OF GRAND FORKS, NORTH DAKOTA
January 3, 2011

The city council of the city of Grand Forks, North Dakota met in the council chambers in City Hall on Monday, January 3, 2011 at the hour of 5:30 o’clock p.m. with Mayor Brown presiding. Present at roll call were Council Members Bjerke, Grandstrand, Gershman, Christensen, Sande - 5; absent: Council Member Glassheim - 1.

Mayor Brown announced that anyone wishing to speak to any item may do so by being recognized prior to a vote being taken on the matter, and that the meeting is being televised.

The second grade students of the Riverside Christian School led the council in the pledge of allegiance to the flag, teacher Kim Young.

Mayor Brown commented on various items during the past week and upcoming events:
He stated that we were saddened by the passing of Council Member Sande's father, Dr. David Sande, and our hearts and prayers are with the family.
He thanked the snow clearing crews that did a great job over this holiday weekend keeping the streets clear and safe.

Council Member Kreun reported present (teleconference).

AWARD CERTIFICATE OF RECOGNITION TO RETIRING
EMPLOYEE

A certificate of recognition for Jerry Vein who has been with the City for 31.5 years and Mary, his wife, who has shared him with us for 27 years. Chief O'Neill reported that Jerry Vein has been with the City since 1979 and has been a fire marshal for the city since 1994 and wanted to thank him personally for all that he has done to make our city a safer place to live. Mayor Brown presented Mr. Vein a certificate stating his service to the City of Grand Forks and presented as an expression of appreciation for services rendered along with a gift certificate. Mr. Vein thanked them for the opportunity to service the citizens of Grand Forks for the last 31.5 years and that he is still going to work in the community and be involved.

APPROVE 2009 CHEMICAL BIDS

The staff report from the superintendent of water utility and the director of public works relating to 2011 chemical bids for water treatment plant, with recommendation to approve recommended bids per attached summary.

It was moved by Council Member Gershman and seconded by Council Member Kreun that this recommendation be approved. Upon call for the question and upon voice vote, the motion carried 6 votes affirmative.

APPROVE ENGINEER'S ESTIMATE SUMMARY

The engineer's estimate summary dated December 31, 2010 in the amount of $900,192.26 was presented and read. It was moved by Council Member Sande and seconded by Council Member Grandstrand that the estimates be allowed and that the city auditor be authorized to issue warrants in payment of the same. Upon roll call the following voted "aye": Council Members Bjerke, Grandstrand, Gershman, Christensen, Sande, Kreun - 6; voting "nay": none. Mayor Brown declared the motion carried and the bills ordered paid.

COMMENTS BY MAYOR AND COUNCIL

1) Council Member Bjerke thanked the street crew that did an outstanding job for cleaning streets, that he was out at 5:20 a.m. Saturday morning and that the streets had already been plowed or were being plowed - and asked Mr. Feland and Mr. Aubol to relate that to the crews. Council Members Kreun and Gershman also related their thanks to the crews

It was moved by Council Member Bjerke and seconded by Council Member Sande that we adjourn. Carried 6 votes affirmative.
