Tobacco Compliance


Our Department has developed programs that better enforce our city's tobacco laws. The programs not only target minors that are illegally consuming this substance, but also the businesses that are selling these products to them. We also provide the business that sell these products with training.
  • Tobacco Compliance Testing: Community Service Bureau, with the assistance of the Grand Forks Police Reserve, has also been active in conducting compliance checks with tobacco retailers throughout Grand Forks. Similar to the Alcohol Compliance Checks underage volunteers enter the establishments and attempt to purchase tobacco. A 1999 North Dakota youth risk survey report indicated that 40.6% of High School Students admitted to smoking in the previous thirty days. The report also indicated that 54% of underage smokers had smoked marijuana and that 74% of underage smokers eventually become habitual smokers. The tobacco compliance checks are working to reverse this trend by making it more difficult for minors to purchase tobacco. Businesses found guilty of selling tobacco to minors face possible fines and license suspensions.

  • Tobacco Training: The Community Service Bureau has developed training to educate tobacco vendors on municipal codes, state law, and penalties associated with the sale of tobacco to minors.
