The former Office of Urban Development and the Planning Department have recently merged to now function as the Planning and Community Development Department. The merge allows us to better serve the public through our coordinated services. Within our department there is the Planning Division and the Community Development Division.
The Planning Division is responsible for creating a high quality living and working environment for the City and surrounding residents; to assure orderly and harmonious development; to manage growth and development in a manner that supports housing choices and economic development efforts; to protect the quality of life for our people; to work with other Federal, State and local agencies in planning, programming, and budgeting public transportation, utilities and services. This is accomplished by planning, designing and programming the special and temporal interrelationships among resources, facilities, and activities of the community. Through the Land Development Code (Zoning and Subdivision Regulations), the Planning and Zoning Commission, upon recommendation from the Planning and Community Development Department, recommends to the City Council the mix of land uses, the location and placement of all public and private structures, parking needs, landscaping, signage, parks, schools, and roadways throughout the City of Grand Forks and its surrounding area.
The Community Development Division is responsible for the administration and management of a variety of economic development and housing programs. These activities are performed under the guidance and supervision of the Grand Forks City Council, Growth Fund Board of Directors, and miscellaneous advisory bodies.
