The City of Grand Forks issued a Request for Proposals for redevelopment of 15 S. Fourth Street (Arbor Park) in May 2016. Three responses were received by the July 25 deadline. In August 2016, a review committee recommended that City Council move forward with the highest ranking proposal, which was submitted by Dakota Commercial, JLG Architects, and Community Contractors (see below). City Council authorized moving forward with that proposal on November 14, 2016.
Further action on the proposal stopped following a petition drive to preserve the park. The matter was then put to a public vote on June 20, 2017. That vote, by a narrow margin, affirmed the City Council decision to sell the property for development of a multi-story mixed-use structure. In the meantime, the City began a downtown planning process that will, among other things, identify sites for the re-use of public art and other landscaping elements in Arbor Park. Public input on downtown park design options and amenity choices will be sought in the coming months.
