About Todd Feland, City Administrator
On November 4, 2013, Todd Feland was appointed by Mayor Michael R. Brown to serve as the City Administrator for the City of Grand Forks. Prior to his City Administrator appointment, Mr. Feland was the City of Grand Forks Public Works Director for 12 years. Mr. Feland received his Bachelor of Arts degree in Political Science and Psychology, a nd Master of Public Administration from the University of North Dakota.
As the City Administrator, Mr. Feland plans, manages, and leads 14 City Departments, with a total annual city budget of approximately $240 million and 550 full time employees. As the City Administrator, Mr. Feland manages and leads a highly effective organization in a comprehensive and collaborative manner. He directs City staff in the effort to accomplish the City’s strategic services and priorities (.pdf of 2019 strategic priorities) as expressed by the Mayor and City Council.
Mr. Feland is heavily involved in a number of community development initiatives. The City was awarded the Main Street Excellence Award from Governor Burgum at the 2018 North Dakota League of Cities meeting for their Downtown Action Planning and dedication to downtown development.
Mr. Feland is highly focused on smart and efficient infrastructure growth. He has helped lead a multi-year strategic infrastructure growth in partnership with the Grand Forks Region Economic Development Corporation. The City is in the process of building a new Grand Forks Regional Water Treatment Plant, which is scheduled to be completed in 2020. He has helped lead the City in infrastructure master planning to help foster developments in strategic growth areas. This includes a successful sales tax initiative for future street and water projects in November, 2017.
Mr. Feland leads in a collaborative manner, placing an importance on strategic partnerships with community stakeholders. Strategic institutional partnerships include those with the University of North Dakota, the Grand Forks Air Force Base, and Altru Health System. The City of Grand Forks works collaboratively with other local government entities, including the City of East Grand Forks, the Grand Forks School District, the Grand Forks Park District, and Grand Forks County. Strategic community partnerships include those with the Grand Forks Regional Economic Development Corporation, the Grand Forks & East Grand Forks Chamber, the Alerus Center, and the Greater Grand Forks Convention and Visitor’s Bureau.
Under Mr. Feland’s leadership, the City has made improvements to local service delivery, specifically in a new online portal for utility management, license renewal, and bill paying for the citizens of Grand Forks. The City is currently upgrading their fiber-optic systems in the effort to improve interdepartmental communication and enhance the delivery of public services. The City places a high priority on workforce development by providing opportunities for employees to pursue additional training and education. Improvements to numerous City buildings are in progress, including a renovated Public Transit facility, additions to the City Hall Think Tank, and upgrades to Police Department and Fire Department facilities.
Mr. Feland serves on and supports several boards and committees, including the Grand Forks Region Economic Development Corporation, Base Realignment Impact Committee (BRIC), Base Retention Committee, Valley Prosperity Partnership-Water Group, United Way, University of North Dakota Business and Public Administration Advisory Board, and the Alerus Center Commission.
