NOTICE OF AVAILABILITY OF FUNDS AND PUBLIC HEARINGS
The City of Grand Forks is accepting applications for its 2027 Community Development Block Grant (CDBG) program. The City receives CDBG funds through the U.S. Dept. of Housing & Urban Development (HUD), then makes them available locally via a competitive application process. The City anticipates having $335,000 available for “bricks and mortar” projects (capital improvements). Eligible projects must benefit low- and moderate-income persons, aid in the prevention or elimination of slum or blight, or address an urgent community need. The City may prioritize projects that can, upon execution of a grant agreement, expend funds in a timely or expeditious manner.
The online application and information / instructions for the CDBG program can be found on the City’s Community Development Portal at https://portal.neighborlysoftware.com/GRANDFORKSND/participant.
The City expects applications to be open and available to applicants on Wednesday, May 6, 2026. An applicant workshop will be held in person in City Hall Council Chambers, 255 N. 4th Street, at 9:00 a.m. on Friday, May 15, 2026, and on Tuesday, June 2, 2026, at 2:00 p.m.; attendance at one of the workshops is strongly recommended. Anyone interested in receiving a registration link to attend a workshop can email ahenningsgard@grandforksgov.com. The deadline for applications is Noon (12:00 P.M.) on Tuesday, June 30, 2026. The Community Advisory Committee (CAC) will meet on or before August 7, 2026, to review applications and hold a public hearing. That meeting and public hearing will be duly noticed in the Grand Forks Herald and on the City website. City Council is scheduled to hold a second public hearing and approve the 2027 Annual Action Plan on October 19, 2026, at 5:30 p.m. in City Hall Council Chambers, 255 N. 4th Street.
