The Grand Forks Emergency Management Office is responsible for the coordination of the city and the county's response to emergency situations and disasters.

Together Grand Forks city and county have developed the Local Emergency Operations Plan, or the LEOP. This plan sets up how the city and county of Grand Forks prepares for and responds to local emergencies.
