The City Council gave final approval to award Construction Manager at Risk (CMAR) to McGough/Construction. Motion by Osowski second by Weigel to approve on consent agenda. Motion carried unanimously.

At the Committee of the Whole meeting the City Council game preliminary approval to award the Construction Manager at Risk (CMAR) to McGough/Construction Engineers. Motion by Weber, Second by Vein to refer to City Council with recommendation to approve. Motion carried unanimously.

The City Council approved the Task Order Agreement with Bolton & Menk for master planning and traffic study services. Motion by Weigel, second by Lunski to approve consent agenda. Motion carried 5-2 with Kvamme & Osowski dissenting.

The City Council voted to award the Architect of Record to JLG Architects. Council Member Weigel moved and Council Member Vein seconded to approve the agreement with JLG in the amount of $1,697,661.51 and to proceed with an RFQ for a CMAR for the project. Motion passed unanimously, with Kvamme recused.

The City of Grand Forks held a special election where citizens voted to extend the 3/4% sales tax currently collected for the Alerus Center beyond the 2029 sunset date and use those funds for both Alerus Center Capital Maintenance Projects and the construction of an indoor turf, aquatics & court facility.

The City Council adopted a resolution calling for a special election for a tax extension of the 3/4% sales tax. It was moved by Council Member Kvamme and seconded by Council Member Weber to approve the staff recommendation. the motion carried unanimously.
