Each year the City of Grand Forks prepares an Annual Budget Book.  The budget book contains the annual budget of the City, but also contains other valuable information on the community, historical comparative budget data, department performance indicators, the City's 6-Year Capital Improvement Program, comparative staffing information, and a listing of license and permit fees for the year.  The budget is determined based on a process that begins at the Mayor and Department level and ends with final adoption of the budget by City Council prior to October 1 of each year. The Annual Budget Book is submitted to the Distinguished Budget Presentation Award program of the the Government Finance Officer's Association (GFOA).  In order to receive the award, a governmental unit must publish a document that meets program criteria as a policy document, as an operation guide, as a financial plan, and as a communications device.  The City has been the recipient of the award each consecutive year since the first awarded for the 2008 Budget.
