The Finance and Administrative Services Department creates several reports and publications throughout the year. These publications provide a variety of information which is useful to all types of users, from citizens, to researchers, to City staff, to other governmental agencies and bodies.
Annual Comprehensive Financial Report
The Annual Comprehensive Financial Report (ACFR) contains a reporting of the operations and financial position of the City for the past year. The report is prepared annually and is audited by an independent accounting firm. The report is submitted to the Government Finance Officer's Association (GFOA) in its Certificate for Achievement for Excellence in Financial Reporting Program. In order to receive the prestigious award, a government must publish an easily readable and efficiently organized comprehensive annual financial report which satisfies both Generally Accepted Accounting Principles (GAAP) and applicable legal requirements. The City has been awarded the Certificate of Achievement each consecutive year since first received in 1985.
An accompanying document to the ACFR is the Independent Auditor's Reporting Requirements and Other Communications Required Under the Single Audit Act. This includes both the independent auditor's opinion on the financial activities of the City and also a Schedule of Expenditures of Federal Awards (SEFA) and details the expenditures and certifies their compliance with applicable federal requirements.
(Please note that the name of this report was changed starting with the 2020 report from Comprehensive Annual Financial Report (CAFR) to Annual Comprehensive Financial Report (ACFR).

Popular Annual Financial Report (PAFR)
The City of Grand Forks prepared it's first PAFR for the year ended December 31, 2023. The PAFR is designed to display information on the City's fiscal health in a summarized format that is easy for the general public to understand. Information presented is based on the detailed information included in the City's ACFR. The goal for this report is to make it easier to engage with citizens regarding financial information of the City.
Annual Budget Book
Each year the City of Grand Forks prepares an Annual Budget Book. The budget book contains the annual budget of the City, but also contains other valuable information on the community, historical comparative budget data, department performance indicators, the City's 6-Year Capital Improvement Program, comparative staffing information, and a listing of license and permit fees for the year. The budget is determined based on a process that begins at the Mayor and Department level and ends with final adoption of the budget by City Council prior to October 1 of each year. The Annual Budget Book is submitted to the Distinguished Budget Presentation Award program of the the Government Finance Officer's Association (GFOA). In order to receive the award, a governmental unit must publish a document that meets program criteria as a policy document, as an operation guide, as a financial plan, and as a communications device. The City has been the recipient of the award each consecutive year since first awarded for the 2008 Budget.
