Cities in North Dakota are given authority to use special assessments to fund infrastructure improvements in the North Dakota Century Code, Chapter 40.   

The City of Grand Forks uses a variety of methods to fund infrastructure projects including federal funding, state funding, bonding, sales tax, general fund revenue and special assessments. Often a combination of funding sources is used to cover the cost of a project.  

Special Assessments are not property taxes.  Special assessments divide the cost of an infrastructure project between properties that will benefit from construction of the project.  Types of projects that may include special assessments as a funding source include:  sidewalks, street paving & lighting, water main, storm sewer, sanitary sewer, and the flood protection project.  

Each type of assessment has a useful life over which the cost of the project is divided.  These terms may vary in other cities that also use special assessments as a funding source for infrastructure.  Terms used in Grand Forks are:

  • Water mains - 25 years
  • Sanitary Sewer Lines - 25 years
  • Street Projects (Paving / Asphalt/Concrete) - 25 years
  • Street Projects (Gravel/Maintenance) - 5-10 years
  • Street Lighting Projects - 20 years
  • Sidewalks - 20 years
  • Flood Control Projects - 20 years
  • Storm Sewer - 25 years
