Online Payments:

Online payment options available are: 

• Debit Card - Visa or Mastercard
• Credit Card - Visa, Mastercard, American Express or Discover
• e-check using your bank account information

The online payment site allows for either one-time quick payments or account setup.

If you create an account, there are more options such as scheduling payments at a future date and recurring payments. 

Both options require account information to complete your transaction.  Please have a copy of your monthly utility billing statement available when visiting the website to make your payment.

In Person:

Residents can come to City Hall and make their payments at the Utility Bill Payment Windows.  You can make your payments with cash, check, money order or debit/credit card.

Over the Phone:

Call Grand Forks Utility Billing at (701) 746-2670 and selecting the IVR option which will allow you to complete your payment through an automated platform.  You will need some account information to complete the transaction, so have your utility bill available.

Utility Billing staff is no longer able to take phone payments, but is available for questions or to provide you account information if you need it to complete your automated phone or online payment.

Drop Boxes:

Residents can take advantage of drop boxes conveniently located throughout the community.  Current locations are:

• All Grand Forks Hugo's locations
• North Parking Lot of City Hall

 The City Hall drop box is available 24 hours a day and is collected daily before 8:30 a.m.  Other drop boxes are collected twice a week, usually Tuesday and Friday.

Automatic Withdrawal:

Residents can also set up automatic withdrawal from their bank accounts to pay their utility bills.
