Industrial Pretreatment Program (IPP)

The City of Grand Forks Pretreatment Program is in place to protect Publicly Owned Treatment Works, such as the City of Grand Forks Wastewater Treatment Plant, from industrial pollutants that may either pass through and/or interfere with its operation as well as cause negative impacts to rivers and lakes. 

Industrial Pretreatment Permitted Users

Are you an industry in Grand Forks that discharges or could potentially discharge industrial waste to the sanitary sewer system? If so, apply for an Industrial Pretreatment User Permit:

Liquid Waste Haulers

 The GF Wastewater Treatment Plant is open to liquid waste haulers during these times:

Monday - Friday: 8:00AM - 4:30PM

Saturday: 8:00AM - 11:00AM

Sunday: Closed

*After hours discharges may be permitted upon advanced notice and available stuff. Additional fees may apply.

ALL LIQUID WASTE HAULERS ARE REQUIRED TO COMPLETE A MANIFEST FORM PRIOR TO EVERY DISCHARGE. Manifests are available at the GF Scale House prior to discharge.

Dental Office Dischargers

The Environmental Protection Agency established effluent limitation guidelines and standards for dental dischargers (40 CFR Part 441) that went into effect on July 14, 2017. The rule applies to wastewater discharges to the City of Grand Forks Publicly Owned Treatment Works (POTW) from offices where dentistry is performed. The rule requires completion of a One-Time Compliance Report (OTCR) and if applicable, installation of an amalgam separator.

ALL existing dental offices that do place or remove dental amalgam must:

  • Install a compliant amalgam separator
  • Submit the OTCR as soon as possible
  • Implement two BMPS as stated in 40 CFR Part 441
  • Conduct on going operation and maintenance of the amalgam separator
  • Maintain associated documents and make them available for inspection

An OTCR must be re-submitted if your dental office:

  • Has a facility name change
  • Has a change of address
  • Transfers ownership

Car Washes

Washing of vehicles and equipment generates oil, grease, sediment and metals in the wash water, as well as degreasing solvents, cleaning solutions and detergents. The U.S. Environmental Protection Agency (EPA) considers wash water to be a nonstormwater discharge (i.e., processed wastewater). Therefore, wash water from the facility must be directed to a sanitary sewer or treated on site prior to discharge. Each facility must minimize oil and grease in any waste stream and make provisions for its removal and management.
