About Todd Feland, City Administrator
On November 4, 2013, Todd Feland was appointed to serve as the City of Grand Forks City Administrator. Prior to his City Administrator appointment, Todd was the City of Grand Forks Public Works Director for 12 years. He received his bachelor’s and master’s degrees from the University of North Dakota.
As the City Administrator, Todd plans, manages, and leads 14 City Departments of over 550 full-timeemployees and with a total annual budget of over $200 million. Todd is honored to manage and lead a highly effective organization and team in a comprehensive and collaborative manner. As directed by the Grand Forks Mayor and City Council, Todd provides leadership to City of Grand Forks administrative staff to accomplish positive and proactive strategic and daily outcomes. He is heavily involved and engaged in community and economic development and infrastructure renewal and growth development.
Todd leads in a collaborative manner and places importance on strategic partnershipswith community stakeholders. Strategic institutional partnerships include the University of North Dakota, the Grand Forks Air Force Base, and Altru Health System. The City of Grand Forks works collaboratively with federal, state, and local governmental partners. Strategic community partnerships include the Grand Forks Region Economic Development, the Grand Forks/East Grand Forks Chamber, and Visit Greater Grand Forks.
Todd serves on and supports several boards and committees, including the Grand Forks Region Economic Development, Base Realignment Investment Committee, Events Center Commission, Legislative Committee, the University of North Dakota Nistler College of Business and Public Administration Advisory Board, and the North Dakota League of Cities Board.
