The City of Grand Forks understands the concern about gathering in public places during COVID-19 issues in the country. The City also understands that residents need to get business done at City Hall. With that, we have created a "Virtual City Hall" online for residents to conduct their City business while still practicing social distancing.

As always, residents can reach the City and its members through the Public Information Center during regular M-F, 8am - 5pm hours at 746-4636 (INFO), 3-1-1 or by email at email@example.com.

Contractors can call the Inspections Dept. to inquire about building permits in the City of Grand Forks.

Contact the Finance Office at (701)746-2620. We will need the following information to provide you with a balance or to calculate a pay-off amount:
- Address of your property
- For payoffs – the date that you will have the payoff in our office.
Payments can be made:
- Over the phone with a credit or debit card
- by mail for check or money order payments. Mailing address is Finance Department, PO Box 5200, Grand Forks, ND 58206-5200. Please enclose a note stating that the enclosed payment is for special assessments and the address of the property that you are making a payment on.
- By placing the payment in the utility billing drop box in the parking lot adjacent to city hall. Please enclose a note stating that the payment is for special assessments and the address of the property you are making a payment on.
The Planning & Zoning Department with the Community Development Department have several forms that can be found online.

All applications for Homestead Credit, Disabled Veterans Credit, and exemptions should be mailed to Assessing Office (255 N. 4th St.). You may drop off the applications in the Utility Billing drop box located on main floor of City Hall. If you have questions when dropping your application off, you will be asked to call the Assessing office and a member of the Assessing office will meet you on the first floor.
Please call the Assessing Office at 746-2611 for any questions regarding all other assessment concerns.
The City has scheduled the annual City Board of Equalization meeting for April 6, 2020 in the City Council Chambers. This meeting is required by state law. In light of the circumstances with COVID-19, we do not want people to appeal in person at this meeting. We want people to know that anyone wishing to appeal a value for the 2020 tax year is encouraged to do so in writing or over the phone. All written and phone appeals will be treated as if you appeared at the meeting in person. Written appeals can be sent to firstname.lastname@example.org or mailed to PO Box 5200, Grand Forks, ND 58206. Appeals should be submitted before 5:00 pm on Monday April 6, 2020. If you wish to appeal by phone, please call the Assessing Department at 701-746-2611. All appeals must be received by 5pm on Monday, April 6, 2020.
